Regular Meeting
M. Ellis asked the commission for approval to move the sign application to the beginning of the agenda in which everyone agreed.
Application for sign permit at 331 River Road (Map 30 Lot 16 Zone DC) Owner/Applicant: Andresen Overhead Door & Awning
J. Poole recused himself.
The Owner/Applicant was present. M. Ellis asked if the sign would have lighting and the applicant said it would not. A discussion was held on the signs and sized allowed.
M. Ellis made a motion to approve the following signage:
· 6 square feet wall signs
· 1 freestanding ground sign with a maximum of 32 square feet
· no lighting of signs approved at this time
· Location to be approved by staff according to the regulations
E. Standish seconded the motion. All in favor. Motion carried.
Clover Springs Drive – Request for the Release of Maintenance Bond
A discussion was held as to why this is still on the agenda. The commission requested staff take this item off the agenda until the applicant is ready.
2008-17 to adopt as comprehensive changes to the Subdivision Regulations of the Town of Willington including provisions for open space subdivision, low impact development. Applicants: Willington Planning and Zoning Commission. (Public Hearing October 7, 2008)
This item was table until discussion.
2008-18 to amend the Willington Zoning Regulations (Sections 4.04, 4.18, 4.19, 4.21, 4.23, Section 10 and Table 8.02). To provide consistence with the proposed Subdivision Regulations. Applicants: Willington Planning and Zoning Commission. (Public Hearing October 7, 2008)
A brief discussion was held on the public hearing.
2007-33 To extend the temporary, limited moratorium on subdivision applications and approvals for 6 months or until new Subdivision Regulations Changes are in place to allow the Commission to finish the development of open space subdivision regulations (a variation of Cluster Development pursuant to CGS 8-25)) which ever is first. (Public Hearing October 7, 2008)
A discussion was held on extending the moratorium.
Minutes
E. Standish made a motion to approve the minutes with the following amendments.
· Page 2 should read: J. Poole would like to enter into the record a formal apology to Karl Acimovic about the closing of Kucko Road.
· Page 2 should read: The Board Member held a discussion on the Subdivision Regulations, open space, impact fees, site design & layout, cistern systems.
T. Murphy seconded the motion. All in favor. Motion carried.
Correspondence
1. A letter from Robinson & Cole with a copy of the Application Filed with the Connecticut Siting Council for a Proposed Telecommunications Facility in Willington, Connecticut.
2. Emergency Incident Report on a petroleum spill at 350 Ruby Rd.
3. A complaint form regarding noise and traffic from a resident running a car repair facility and a resident running a landscaping business.

Staff Report and Discussion
M. Ellis explained that he and Susan Yorgensen held an executive session to discuss the timeline of the changes to the Subdivision Regulations and set the public hearing for October 7, 2008. He commented that they may have made the decision too soon.
A discussion was held on the open issues of the Subdivision Regulations changes including impact fees and cistern systems. M. Ellis said the changes regarding cistern systems were written into the regulations.
A discussion was held on the definition of open space, open space that is deeded to the town and public or private open space.
T. Murphy brought up a point of discussion regarding the regulation changes in section 5, #13, 1C and commented that the tree portion should have been taken out.
A discussion was held on keeping the Public Hearing open to have an engineer look at the proposed changes, take a practice run with the new regulations verses the old and see if any holes can be identified. M. Ellis said he would talk to the attorney to see what can and cannot be done.
P. Nevers motioned to adjourn the meeting at 8:34. A. Marco seconded the motion. All in favor. Motion carried.
