PZC 2008-10 Application for Sign Permits 327 Ruby Rd (Map 42 Lot 45 Zone DC) Dunkin Donuts Owner: Dunkin Donuts Applicant: Dasco Signs (Received June 17, 2008 Public Hearing/Decision by August 19, 2008)
The applicant, Dasco Signs, was present. He commented that the free standing sign would be updated to the new logo. He said the two wall signs will have the cup logo eliminated and will be upgraded to the new logo. M. Ellis commented that G. Jones looked the application over and it meets the requirements. M. Ellis asked if the lighting was changing. The applicant commented that it will be internally lit with fluorescent lamps.
E. Standish made a motion to approve the signage as proposed and any changes are to be reviewed by staff. J. Sullivan seconded the motion. All in favor. Motion carried.
PZC2008-11 Application for a Special Permit for an overhead door an awning business (showroom, office, storage and retail sales of) at 331 River Road (Map 30 Lot 16 Zone DC Owner/Applicant David Stuart & Mike Andersen (Received June 17, 2008 Public Hearing by August 19, 2008)
M. Ellis made a motion to set the Public Hearing for July 15, 2008. E. Standish seconded the motion. All in favor. Motion carried.
PZC2008-13 Application for Modification of approved site plan for River Road Recreation ~- 511 River Road (Map 39 Lot 6 Zone R80) Owner/Applicant: Town of Willington (Received June 17, 2008Public Hearing/Decision by August 19, 2008)
Ed Taiman, a member of the Recreation Commission was present. He apologized to the commission for any misunderstandings. Karl Acimovic was present for the applicant and presented plans.
A discussion was held on the shed and the fencing. G. Jones commented that they need to pull the proper permits. M. Ellis commented he wanted to make it extremely clear that, if next time the proper permits are not pulled, there will be ramifications.
A discussion was held on the permits needed.
M. Ellis made a motion to approve the application on the condition that all permits are obtained for the fencing and dugouts within 30 days and all future items must have the necessary permits pulled. He noted that the shed is for storage only. E. Standish seconded the motion. All in favor. Motion carried.
Mr. Taiman asked if they needed to get a permit for the portable bleachers. M. Ellis commented that they should get a permit.
Renewal of Sand and Gravel Permits:

Russell Heintz was present for the applicant. Karl Acimovic commented that the site is stable but the contours do not resemble what was designed on the plans. M. Ellis asked if there was loam or topsoil on the site. Mr. Acimovic said he did not see a lot of top soil and he felt it had been naturally reclaimed.
A discussion was held on whether or not the site was reclaimed according to the regulations. Mr. Acimovic commented that he needs a scaled set of plans. A discussion was held on the slopes and contours of the original plan.
John Patton was present and gave some background history on the site. A. Marco asked if the property was for sale. Mr. Patton said that it has been for sale but it is not Margaret Harrison’s property to sell, it is Ruby Associates.
M. Ellis proposed to table this for now. He asked Mr. Acimovic to get a scaled map, take a look at the site and submit a proper memo on what needs to be done. Mr. Heintz asked if Ms. Harrison should hire someone to do an asbuilt. M. Ellis said yes.
A discussion was held on the top soil regulations. Mr. Acimovic commented that rough stakes on the site would help him tremendously.

Mr. Heintz was present for the applicant and commented that he went out to do a final asbuilt and found two things: erosion control needs to be done and the area needs top soil. M. Ellis read the letter that was submitted from Mr. Heintz and asked if Mr. Heintz was requesting an extension. Mr. Heintz said that he was.
P. Nevers made a motion to grant an extension until September 2, 2008. T. Murphy seconded the motion. All in favor. Motion carried.
Willington Conservation Commission pursuant to CGS Section 8-24 seeks approval of a management plan for one of the parcels designated as open space in Willington Heights Subdivision
The Willington Conservation Commission was not present so this item was tabled for this evening.
Minutes
E. Standish made a motion to approve the minutes with the following change. On page 3, M. Poole should read J. Poole. P. Nevers seconded the motion. All in favor. Motion carried.

Staff Report
S. Yorgensen said she had nothing additional to report at this time.
Discussion
A discussion was held on the property at Map 42 Lot 49A regarding the bond, the original plans, and asbuilts. The commission asked G. Jones to locate the original plans and to walk the site with Karl Acimovic.
