E. Standish made a motion to set the Public Hearing for March 4, 2008. T. Murphy seconded the motion. All in favor.

J. Poole asked if the business was up and running. G. Jones said it was. J. Poole asked if they had been notified that they should have applied for the permit before it was up and running. G. Jones said yes.
E. Standish made a motion to set the Public Hearing for March 4, 2008. T. Murphy seconded the motion. All in favor.

J. Poole made a motion to table this item. E. Standish seconded the motion. All in favor.
Application for sign permits at 8 Tolland Turnpike (DC Zone) Applicants: Andy Goodhall Connecticut Crossroads Realty Inc. & Mark Ballou, Brian LaBua Vector Mortgage Services, Inc.
Applicants were present. M. Ellis informed the applicants that this application is tabled until they have an approved business.

Diane Becker and John Patton were present and submitted revised plans to the commission. A letter from Eastern Highlands Health District was received on the soil testing.
J. Poole asked if the plans correspond to the proposal. Mr. Patton said yes. On the revised plans, on the office side, we have located the well and septic. On the quarry side, we have had the soil tested. J. Poole commented that he found the proposal to be a comprehensive document.
T. Murphy inquired about an item in the plans, which stated they are looking into reclaimed material. He asked Ms. Becker and Mr. Patton to explain. Ms. Becker explained, for example, when you re-do a road and take off the top layer, the State of Connecticut considers a small fraction of that “fresh materials”. Mr. Patton commented that the State of Connecticut considers it clean fill. Anything contaminated, you are not going to take. They commented that it was something they are looking into for the future.
E. Standish made a motion to issue the special permits for 171 Tolland Tpke and 180 Tolland Tpke. J. Poole seconded the motion. All in favor.
J. Poole commented that the commission is wrestling for a standard when proposals are submitted. He commented that the proposal they submitted was 99% comprehensive and served the town well.

T. Murphy brought up a point of discussion. The Town of Willington listed “junk piles” on their plans. Other plans provided do not list this although, they may exist. G. Jones commented that you need to set a standard. J. Poole commented that was a good point and maybe they should conduct site walks.

Applicant was not present. G. Jones commented that he would take the memo, on the agenda, up to the appropriate individuals. Application extended to March 4, 2008.
A discussion was held on what action to take, regarding the application, if an applicant does not show up for a scheduled meeting.
A discussion was held on having Karl Acimovic and Lynn Nicholls attend Planning and Zoning meetings to address various issues. The consensus was that the commission finds their input to be helpful on many issues.
WINCOG
M. Ellis read the requirements to be a WINCOG representative. J. Sullivan has volunteered to be the representative with A. Marco as the back-up.
Approval of Minutes
Regarding page 5, J. Poole stated the amount requested, by the CIP, is $3,000 not $10,000 as previously reported. T. Murphy made a motion to approve the minutes. P. Nevers seconded the motion. All in favor.
Correspondence
1. A notice from the Town of Coventry on a Petition for Change of the Zoning Regulations.
2. A letter from Tarbell, Heintz, & Associates regarding soil testing. The soil testing for Wayne Williams, Navratil Road Map 14/Lot 16, is scheduled for February 25, 2008. The soil testing for Lisa Kenderdine, Ruby Road Map 42/Lot 49A, has been done and they are completing the reuse plan and landscape plan.
3. Memo from Karl Acimovic regarding the Wilderness View Subdivision with the material test results.
Staff Report
G. Jones commented he had nothing new to report.
A discussion was held on whether or not a site walk should be done before a public hearing is held. M. Ellis commented that you can ask any questions of the applicant and if you feel a site walk is necessary, request an extension.
