M. Ellis called the meeting to order at 7:30pm.  J. Poole was seated as an alternate for    P. Nevers.


New Business

Subdivision Design - a mock subdivision

Janna from WINCOG worked with the commission members to create a mock sub-division using the newly created sub-division regulations.  

Request for recommendation of approval for Angela and Ashley lanes. ~

J. Poole stated that he is concerned about releasing the bonds before all the work has been completed.  He stated that the open space from the property has not been deeded to the town yet, the conservation easement signs have not been put up, the original well has not been filled in, and there is still gravel in the wetland area that has not been removed.

G. Jones stated that Certificates of Occupancy can not be granted until all of the work J. Poole mention has been completed.  

M. Ellis suggested tabling this item until the next meeting to see if they had made any progress in getting the work completed.

File #2007-29 –Application for Preliminary site plan approval in a Designed Commercial Zone. (Rcd. 9/18/07, Decision by 11/20/07)

M. Ellis tabled File 2007-29 to the next meeting

File #2007-30- Application for a Special Permit and Final site development plan for a Veterinary Hospital at 451 River Road (Map 34 Lot 6 Zone DC Owner/Applicant Teresa & Jeffery Love (Rcd. 9/18/07, ~Hearing by 11/20/07)

M. Ellis made a motion to set the public hearing for File 2007-30- Application for a Special Permit and Final site development plan for a Veterinary Hospital at 451 River Road for 10/16/07.  P. Latincsics seconded the motion. J. Poole recused himself from the vote.  All other members voted in favor.

Old Business

File #PZC2007-17 Application for Resubdivision of Lot 7 Mihaliak Road Ext. & Rosemary Lane (Map 50, Lot 3, and Zone R80). Lechowiz Farms Estates Owner/Applicant: Mary C Litwinczyk & Litwinczyk Children, LLC (Received 6-19-07, P.H. 8-21-07 continued to 9-4-07. Decision by 10-16-07) Site walk 8-18-07

There was not a quorum to vote on File 2007-17, as not all present members heard all parts of the public hearing.  

Minutes
J. Poole made a motion to approve the minutes from the last meeting.  T. Murphy seconded the motion. N. Gray abstained from the vote, all other members voted in favor.

Correspondence

Letter from M. Ellis to the Town of Coventry PZC asking them to come and discuss there regulation creation process with them.  

Staff Report and Discussion on Moratorium

T. Murphy stated that the temporary sign for Kids Kingdom is still up.  M. Ellis stated that they did put up their buffer in the back that they had in their original plans.  

The commission stated that they would like to discuss the stipulated agreement for Wilderness Way at the next meeting.  They also said they would like to discuss CG 824 at the next meeting.

The commission members discussed the possibility of implementing a moratorium on sub-division applications.  The commission stated that currently there are no sub-division applications in front of the IWWC.  J. Poole said that there are twenty-four new homes being built in town currently.  P. Latincsics asked if the moratorium should be put in place to slow down building.  
The commission members discussed why other towns have put the moratorium in place.  They discussed that it would be setting a precedent for the town so it would be possible to do it in the future if needed.  They stated that they will need to have a public hearing and a town meeting.  The commission discussed having a deadline to meet so that when the moratorium ends they will have completed there new sub-division regulations.  

G. Jones told the commission what deadlines he would have to meet in order to set the public hearing, including notifying surrounding towns.  

P. Latincssics made a motion to set a public hearing to set a moratorium for sub-division applications for eight months on 11/20/07.  J. Poole seconded the motion.  All members voted in favor of the motion.
