PLANNING AND ZONING COMMISSION
MINUTES OF THE SPECIAL MEETING OF DECEMBER 19, 2005

Vice Chairman Latincsics called the meeting to order at 7:32p.m.

Plan of Conservation and Development

Latincsics opened the meeting by informing the members that Tulis had a draft which incorporated additional information and had corrections to the text of the documents. Yorgensen has this document as well as copies of the maps that will be part of the PoCD.
Contact information of members was updated for Yorgensen, and diskettes of the PoCD can be made for members as it is a huge document that could crash a computer.
Yorgensen informed the commission members that St. Louis had resigned. The resignation was given to the town clerk. Yorgensen has received no copy, but will request one.
Tulis spoke to the corrected PoCD document in detail. Ellis wanted to be sure that the PoCD was in line with state regulations.
Tulis stated that the Conservation Commission’s goals could be used as a reference as the Conservation Commission has made suggestions. They need to prioritize their suggestions and guidelines. Yorgensen said that applicants should refer to the PoCD and the Conservation Commission. Latincsics added that the Conservation Commission needed to be brought into this process as they could add valuable insight into the “whole picture” rather than commenting on individual applications only. The Conservation Commission would also provide important insight into subdivision regulations for Willington.
Yorgensen stated that an approved PoCD needed to be submitted to the town clerk, and then the Selectmen would receive this. A town meeting would then be scheduled to discuss the PoCD, and then the Selectmen would decide whether or not to approve the PoCD. Tulis stated that he had a master copy of the full PoCD.
Latincsics stated that Tulis has done a terrific job on the PoCD and complimented Tulis for the PoCD as well as all of the effort and time that Tulis spent on the PoCD.
According to Tulis some maps remain that need minor corrections, such as adding driveways on minor roads that now exist. Gray can change these maps to make them accurate, as this was one of the points brought up in the Town Meeting held by the PZC.
Tulis added that PZC and IWW members should all go before the Selectmen, as this will potentially make it simpler for the Selectmens’ decision as these Commissions’ members can provide insight and answer questions.
Latincsics commented that the projections from the state for increased school enrollment are mistaken as this has no occurred. He added that the Board of Education should receive a copy of the final PoCD as well as all other boards that serve the town of Willington.
Yorgensen stated that copies of the PoCD would be needed to be available to give the public. A short discussion regarding this expense ensued.
Tulis said that having the governing body (the Selectmen) adopt the PoCD would result in the state looking more favorably at this plan.
After some discussion, it was decided that the effective date of the PoCD would be February 6, 2005.
MOTION: To approve the most recent draft PoCD with an effective date of February 6, 2006.
