PLANNING AND ZONING COMMISSION
MINUTES OF MARCH 15, 2005

A.    Call to Order

Chairman Ralph Tulis called the meeting to order at 7:30 p.m.

B.    Roll Call

No one was seated.

D.    New Business

1.  File #2005-05 – Application for a Special Permit to construct a Municipal Library
    on the corner of Rt. 320 and Rt. 74 (Map 23, Lot 7).  Owner/Applicant:  Town of
    Willington.  (Received 2/15/05, Public Hearing by 4/19/05, Decision by 6/21/05.)

Yorgensen said that a Public Hearing was scheduled for April 5, but that a notice deficiency has occurred.

MOTION:  To schedule a Public Hearing for File #2005-05, Application for a Special
                    Permit to construct a Municipal Library on the corner of Rt. 320 and Rt.
                    74, for April 19, 2005.

                    Result:    Motion passes unanimously.

A site walk has been scheduled for April 2 at 9:00 a.m., rain date April 3 at 9:00 a.m.

2.  File #2005-07 – Application for a regulation change to Section 7.07 of the Town of
    Willington Zoning Regulations.  Applicant:  John Blessington.  (Received 3/15/05, Public
    Hearing by 5/17/05; Decision by 6/21/05.)
    
Yorgensen said that the text of the regulation change will be needed well in advance of the Public Hearing.

MOTION:  To schedule a Public Hearing for File #2005-07, Application for a regulation
                    Change to Section 7.07 of the Town of Willington Zoning Regulations, for
                    May 3, 2005.

                    Result:    Motion passes unanimously.

3.  File #2005-04 – Application for a 14-Lot Subdivision on property at Lohse and
    Spak Roads (Map 46, Lot 1).  Owners:  Carol Lynch, Robert Haney and MaryAnn
    McLees; Applicant:  D. W. Fish Builders, LLC.  (Received 2/1/05, Public Hearing
    4/5/05, Decision within 65 days of Public Hearing close.)

A Public Hearing will be held on April 5, 2005.  A site walk will be held on Saturday, April 2 at 8:00 a.m., rain date April 3 at 8:00 a.m.

4.  Plan of Conservation and Development

Tulis said that almost all of the text and appendices are now out for perusal.  Besides the changes to the maps, we are “good to go.”

G.    Public Comment
       The Commission will hear brief comments at this time from anyone wishing to
       speak.  No business can be conducted here nor can any comments be made about
       any public hearing item.

No one was present to speak.

H.    Old Business – None.

I.    Minutes

Due to the fact that the revised March 1, 2005 minutes were not e-mailed to the recording clerk and she had copied the version she thought was correct, there was brief confusion.  Tulis said the “official” minutes are always the ones that should be copied for meetings.

MOTION:    To approve minutes of March 1, 2005.

                   Result:    Motion passes 4-0-2 (St. Louis, Dinallo abstain).

J.    Correspondence

1.  Bill #1083, An Act Reorganizing Land Use Commissions, Boards and Agencies
2.  Fax received February 11, 2005 from EHHD to S. Yorgensen
    re:  Inspection Report Food Service Establishments – TCA – 327 Ruby Road

K.    Staff Report and Discussion

Joseph Voboril’s Notice of Violation was discussed.  Yorgensen said the attorney said the mylar should not be recorded.  The historic easement should have been shown on the maps.
