1. File #2005-04 – Application for a 14-Lot Subdivision on property at Lohse and Spak
Roads (Map 46, Lot 1) Owner: Carol Lynch, Robert Haney and MaryAnn McLess;
Applicant: D. W. Fish Builders, LLC. (Received 2/1/05; Public Hearing by 4/5/05;
Decision by 6/7/05.)
No one representing the applicant was present. Tulis said there should be a site walk.
MOTION: To set a site walk for 9:00 a.m. Saturday, April 2, rain date April 3,
and to set a Public Hearing for Tuesday, April 5.

The Commission will hear brief comments at this time from anyone wishing to
speak. No business can be conducted here nor can any comments be made about

H. Old Business
1. Discussion of Plan of Conservation and Development Draft
Tulis passed out copies of the first two sections of the PoCD. Tulis said the sections concerned evaluating property with respect to development. He said that he and CHA came up with a “rating” for each parcel of land greater than three acres in size, based on various resources. Tulis said the “ratings” are only recommendations and are not part of any regulations. St. Louis said that build-out analyses show what’s left for land. Tulis said that specific recommendations are near the end of the document. Tulis said the PoCD will continue to be on the agenda until discussion is completed.

K. Staff Report and Discussion
An area alpaca farm, and whether it qualifies as a home occupation or a farm operation, was discussed. St. Louis noted that it was on a residential street. Yorgensen said she would get more information.
Tulis commented that the TravelCenter “smells like garbage,” and that it didn’t look like they’ve emptied their garbage for a long time. He asked for copies of their health inspection reports. Yorgensen said she would contact them, and also get copies of their quarterly inspection reports from the Eastern Highland Health District.
