A. ST. LOUIS CALLED A REGULARLY SCHEDULED MEETING OF THE WILLINGTON PLANNING AND ZONING COMMISSION TO ORDER AT 7:31 P.M. JANUARY 15, 2002 AT THE TOWN OFFICE BUILDING, 40 OLD FARMS ROAD, WILLINGTON.

NEW BUSINESS:
1. File #2002-4-Request for an amendment to an existing Special Permit at 672 River Road. Russ Boehle owner/applicant. (Received 1/15/02, Hearing or Decision by 3/19/02).
S. Yorgensen explained that when the permit was originally granted on August 16, 1988, it stated in condition 4 that the permit must be renewed annually. It was the common practice of the Commission at that time to require annual renewals on all special permits. Mr. Boehle would like to have that condition removed.
R. TULIS MOVED TO REMOVE CONDITION 4 OF THE SPECIAL PERMIT ORIGINALLY GRANTED AUGUST 16, 1988. SECONDED BY S. TRUEB. UNANIMOUSLY APPROVED.
2. File #2002-1-Application for a 2 Lot Subdivision located off of Potter School Road (Map 49, Lot 1A, 31.52 Acres). Leo Passardi Jr. & Roberta S. Passardi owners/Jeffrey R. Passardi applicant. (Received 1/15/02, Hearing by 3/19/02, Decision by 5/21/02).
A. St. Louis explained that the Commission must hold a public hearing and a site walk before the hearing date.
R. TULIS MOVED TO HOLD A PUBLIC HEARING ON FEBRUARY 19, 2002 ON THIS APPLICATION. SECONDED BY W. GOODALE. UNANIMOUSLY APPROVED.

3. File #2002-2-Application for a Commercial Logging Permit located at the Southwest corner of the intersection of Spak and Lohse Roads (Map 46, Lot 1, 80 acres). Estate of Anna Kovacik/owner, Grossi Forest Products applicants. (Received on 1/5/02, Decision by 3/19/02).
Joe Voboril was present as a paid agent for Grossi Forest Products. A Memo was handed out from Gary Jones who walked the site with Joe. All of his concerns seem to have been met. All of the trees have been marked in a very clear marking system. Joe said that he would not be the personal actually in charge of the site but that Peter, Grossi’s Forester, would be. There are no steep grades or slopes but Joe thought it might be good to have the skid paths marked with flags before operations begin. He said they would like to start right away and would hope to be done by the end of March.
R. TULIS MOTIONED TO APPROVE THE APPLICATION AS FILED WITH TWO CONDITIONS, 1 – THE SKID TRAILS MUST BE FLAGGED AND WALKED WITH THE OPERATOR BEFORE THE WORK BEGINS AND 2 - THE HOURS OF OPERATION WILL BE MONDAY THRU FRIDAY 7:00 AM TO 5:00 PM.

DISCUSSION:
Two members of the community were present to show their interest in becoming alternate members of the Commission. They will attend the next meeting as well.
The Town of Mansfield wants to build a 170-foot tower at the bus lot at Rtes. 32 and 195. Willington would like Mansfield to be considerate of our regulations since Willington is within the fall zone of the tower.
The bill from Mr. LePage was discussed and the consensus of the Commission was that the Town is now responsible for the monthly bill for the streetlight at the end of the new Miller Farms subdivision on Rte. 44. This is approx. $10.04/mo.
STAFF REPORT:
S. Yorgensen gave the following updates:
1. The Fire Dept. may want to add another antenna to their tower.
2. AT&T wants to put an antenna inside the TA sign.
3. Dr. Mordasky is moving into the Vet Center on Rte. 32.
4. The Truck Stop wants to add/change their signs.
5. A 12-13-lot subdivision is being looked at on Kucko Road.
6. A proposal for Benton’s Farm is expected.
