L. DION CALLED A REGULARLY SCHEDULED MEETING OF THE WILLINGTON PLANNING AND ZONING COMMISSION TO ORDER AT 7:43 P.M. SEPTEMBER 19, 2000 AT THE TOWN OFFICE BUILDING, 40 OLD FARMS ROAD, WILLINGTON.

NEW BUSINESS:

1.     File #2000-45-Application to modify an existing site plan at Barbara Manor Apartments located at 43 Burt Latham Road to include four boiler rooms on existing buildings. Aspen Square Management, Inc. owners/Tim Harris applicant. (Received on 09/19/00, decision by 11/21/00).


Tim Harris said the units currently have electric heat and they want to switch the system over to hot water. To do this, they must build boiler rooms to house the equipment. Each boiler room will handle two 16-unit buildings. He reviewed the sketch of the boiler rooms. He noted that the property layout is divided onto two maps.

L. Dion asked if it would be a cement slab foundation.

T. Harris said Yes. Each room will have four boilers which will work in a series. As it begins to get cold, one boiler will be called for, and as temperatures drop very low, all four will be working. The property needs a lot of improvements, and they are beginning the large capital projects now.

E. Kalbac asked if the management would be supplying the heat.

T. Harris said they will. The tenants are presently paying for their own electric heat.

E. Kalbac asked how long 660 gallons of oil is expected to last.

T. Harris said they are estimating 1-2 weeks. Deliveries will be coming on a regular basis.

L. Dion asked where the fill caps were located.

T. Harris reviewed the plans.

L. Dion asked if the delivery trucks would have easy access.

T. Harris said Yes and reviewed the route. He noted one unit will be going underground and described the system setup and functioning. They are going with a very good company which currently has operations all around the country.

D. Lytwynn asked about freezing of the pipes in the event of delivery delays.

T. Harris said they will have an R-30 insulation around the pipes. If a tenant does not call for heat, it will circulate itself so the water does not freeze. A contingency tank was considered but is not in this plan. The tanks will also be in a fire-rated room.

E. Kalbac asked if they had considered gas.

T. Harris said they did not like the idea of above-ground gas storage where such as great volume is needed. There is no natural gas service close by.

L. Dion said the proposal seems pretty straightforward, and he hopes the impending fuel shortage will not affect them.

D. Lytwynn said he was very concerned about the excessive cold weather conditions and potential lack of fuel.

L. Dion said that concern will not be specific to this site, but will effect many.

2.     File #2000-47-Application for a special permit for a daycare center at 215 River Road in an R-80 zone. Kids Express Learning and Daycare, applicants/Cheryl York & Barbara Merideth, owners. (Received on 9/19/00, hearing by 11/21/00, decision by 01/16/01).

L. Dion suggested setting a public hearing on 11/21 in order that File #2000-39 may be heard first, as the two are related.

L. DION MOVED TO CALL A NOVEMBER 21, 2000 PUBLIC HEARING FOR FILE #2000-47-APPLICATION FOR A SPECIAL PERMIT FOR A DAYCARE CENTER AT 215 RIVER ROAD IN AN R-80 ZONE. L. Dion said a public hearing must be set per the regulations since this is a special permit request.

9.   Amendments to zoning regulations.

L. Dion said the only way to move in a positive fashion on these regulations is to set a public hearing date.
