Housing Authority Minutes 10/17/16
MINUTES
Willington Housing Authority
Monday, October 17, 2016 – 6 p.m.
60 Old Farms Road – Senior Center
Willington, CT

PRESENT – Chairman Robert Campbell, Vice Chairman Wilbur Gangaway, Secretary Don Berg, Treasurer Claudia D'Agata, member Laurel Millix, consultant David Berto.

1. Call to order – 6:10 p.m.

2. Present to speak – No members of the public present to speak.

3. Old Business – Senior Housing “Button Hill”

D. Berto reported that discussion with Eversource is still going on regarding an easement. There is an easement between the town property and the project site, but Eversource didn't implement an electric easement for both properties, so this needs to be reported to HUD.

He also said there has been erosion because of rain and the project manager has been asked to improve erosion controls.

He also reported final details are being worked on, and reviewed by the attorney, for the contract with ACCESS for management services.

There was discussion about change orders. D. Berto said there are still change order funds available.

R. Campbell said he spoke to Eric Peterson about yard drains.

D. Berto asked when the Housing Authority will be billed for installation of the four propane tanks.  R. Campbell told D. Berto he should ask Hi Grade for an invoice now, and it might take 45 days from the date of invoice to received payment.

There was discussion of the process of getting funds released from the Department of Housing, and wage-reporting requirements.  D. Berto said a request was sent to the DOH for release of Federal Home Loan Bank funds for the month of September, and that the DOH then sent back a request for additional Davis Bacon wage information that hadn't been requested previously.  So, Zlotnick Construction is gathering this information.

R. Campbell reported that Zlotnick Construction submitted a change order from CamCo for 24 deeper thresholds.  There was discussion of whether there should be a credit for the 24 wrong-sized thresholds.

There was discussion about the memorial flagpole project. R. Campbell said the town is paying for solar lighting, and the Senior Center is covering other costs. He also said the Housing Authority might lend the project use of an excavator or other equipment to help lift the pole.

D. Berto left the meeting.

4. New Business – There was no new business.
5. Correspondence – None.

6. Approval of minutes – D. Berg moved to accept the Sept. 12 minutes; L. Millix seconded the motion; motion passed unanimously (R. Campbell abstained because he wasn't present at that meeting.)

7. Treasurer’s report – C. D'Agata distributed the September report. The balance is $2,160.04.

8. Adjourn – Meeting adjourned at 6:48 p.m.
