Willington Housing Authority
Monday, August 8, 2016 – 6 p.m.

Willington, CT
PRESENT – Vice Chairman Wilbur Gangaway, Secretary Don Berg, Treasurer Claudia D'Agata, (by phone) consultant David Berto and Recording Secretary Brenda Sullivan; Absent - Chairman Robert Campbell, member Laurel Millix.
1. Call to order – 6:05 p.m.
2. Present to speak – No members of the public present to speak.
3. Old Business – Senior Housing “Button Hill”
D. Berto (by phone) said that additional fill is costing more money than anticipated, but the project is still within budget.
D. Berg distributed a printout of Connecticut propane dealers. There was discussion about choosing one. (D. Berto concluded his call after initial discussion).
C. D'Agata suggested contacting someone at Town Hall to ask why the town chose Hygrade, and noted the town has to choose the lowest bidder. There was agreement that W. Gangaway will research the services of three dealers – Superior, Northeast Oil & Propane and Hygrade.
C. D'Agata asked why more money is being spent on fill. W. Gangaway said the previous contractor either didn't add enough, or it has settled, so there are points in the drive that need to be brought up to the elevations shown on the plans.
W. Gangaway said the question of how much fill will be needed can be brought up at Wednesday's construction meeting. He questioned whether Gardner & Peterson should determine this, or if Zlotnick Construction has the necessary equipment and experience to do this task.
There was discussion about the ZREC contracts for solar power. D. Berg said the rules of eligibility have been changing. He reiterated what he said last month, which is to let the contracts expire and reapply when the project is nearer completion. There was discussion about how much the solar equipment might cost, energy cost savings over 15 years, and whether there are grants to cover the costs of the equipment.
D. Berg also said he spoke with someone from Earthlight Technologies, LLC – the company involved in Solarize Willington – and he indicated the Button Hill project might be eligible for an interest-free loan.
W. Gangaway said notices were posted at Willington Woods advising residents not to venture onto the construction site because it is hazardous. D. Berg said signs also will be posted on the site with the same warning.
W. Gangaway said he also contacted the project manager to ask if water can be sprayed on the site to control some of the dust, after being contacted by Willington Woods residents complaining about the dust.
4. New Business – There was no new business.
5. Correspondence – C. D'Agata said she submitted a bill from Gardiner & Peterson and a bank statement. She also noted one Gardner & Peterson bill, which is the same amount as previous bills, apparently hasn't been paid and that she received an unpaid notice. She said she has attempted to resolve this oversight, and will try again to contact the appropriate person.
6. Approval of minutes – C. D'Agata moved to accept the August 8, 2016 minutes as submitted; D. Berg seconded the motion; motion passed unanimously.
7. Treasurer’s report – C. D'Agata distributed the Aug. 8, 2016 report; the balance is $2,230.01.
8. Adjourn – C. D'Agata moved to adjourn; D. Berg seconded the motion; motion passed unanimously. The meeting adjourned at 6:55 p.m.
