Willington Housing Authority
Monday, June 13, 2016 – 6 p.m.
60 Old Farms Road – Senior Center
Willington, CT
PRESENT – Vice Chairman Wilbur Gangaway, Secretary Don Berg, Treasurer Claudia D'Agata, member Laurel Millix, and consultant Dave Berto.
1. Call to Order – The meeting was called to order at 6 p.m.
2. Present to speak – No members of the public present.
3. Old Business – Senior Housing “Button Hill”
D. Berto reported construction is moving along and following a schedule that shows a completion date of mid-March. He said construction of the fourth building cannot be started yet because the main electric lines are now running where the building is to be constructed, so the lines have to be moved. They were located by Eversource. The plans showed an incorrect location. He also said some cost savings have been identified but at the same time, there are some issues that have come up that will increase some costs but will result in a better product.
D. Berto said a pre-bid meeting regarding solar power generation costs has been scheduled. W. Gangaway asked whether this meeting should have been approved by the Housing Authority. D. Berto said his understanding is that setting up this meeting is part of the information gathering process from solar installers, which is what the Housing Authority directed him and D. Berg to do.
D. Berto said the construction committee has been working on adjustments to the design of the buildings' outer envelope, and that new soil was brought in to provide better compaction next to the buildings.
W. Gangaway asked for a progress report the management company search. D. Berto said his office is preparing requests for proposals to be sent to three or four local companies. D. Berto said the RFPs will be sent to companies in the area that have a proven track record and will be familiar to the funding agencies. W. Gangaway asked if a committee will be formed to review the proposals. D. Berto said it's up to the Housing Authority whether to review the proposals themselves, or to assign a committee. W. Gangaway said he recalled, with the last project, that a committee met with the selected agency to develop management guidelines.
D. Berto provided information regarding income limits for potential tenants as a follow up to C. D'Agata's request for rent information. Charts created by D. Berg were handed out. D. Berto explained how to interpret the chart; it shows whether a particular income is eligible and how rents are based on a percentage of monthly income. He said once a management company is hired, it will meet with potential tenants to evaluate their eligibility. He said he expects a management company to be hired in less than four months.
4. New Business – Groundbreaking Ceremony
D. Berto said potential dates for a groundbreaking ceremony were sent to Putnam Bank, the Federal Home Loan Bank (FHLB) and the Department of Housing. He said groundbreakings need to be scheduled around the funders' availability. He said he is still waiting to hear whether the Commissioner of the Department of Housing can attend on July 13, which is a date approved by Putnam Bank and FHLB. C. D'Agata said she's not available on July 13.
5. Correspondence – C. D'Agata said she will complete a form sent to the Housing Authority by the U.S. Census Bureau. She also said she has some bills and other correspondence she will scan and distribute.
6. Approval of the May 9, 2016 meeting – C. D'Agata moved, and W. Gangaway seconded the motion, to accept the minutes as written. D. Berg abstained because he didn't have time to review the minutes. All other members voted in favor; motion passed.
7. Treasurer's report – C. D'Agata distributed the report and reported a balance of $372.92 after secretarial expenses. She said she expects a deposit of funds in July. There was discussion about the Directors and Officers Insurance and the possibility of buying from Zlotnick's agency, and where the funds will be drawn from to pay that bill.
8. Adjourn – The meeting adjourned at 6:41 p.m.
