MINUTES
December 8, 2014
60 Old Farms Road – Senior Center
Willington, CT

PRESENT – Chairman Robert Campbell, Vice Chairman Wilbur Gangaway, Secretary Don Berg, Member Laurel Millix, Treasurer Claudia D'Agata, Financial Consultant David Berto, Recording Secretary Brenda Sullivan.

1.  Call to Order – The meeting was called to order at 6:07 p.m.

2.  Present to speak – No member of the public present to speak.

3. Old Business – Button Hill senior housing project

D. Berto reported that he sent a third request for payment to Ladd Construction for the month of October and will go to the town for release of these funds; he then needs information from Ladd in order to submit November's bills.

R. Campbell said he requested an extension-of-time change order and Ladd asked that all change orders be submitted first.

R. Campbell said Ladd wants to use a catch basin that they cannot return, and that the asphalt was cut in preparation for this catch basin.

D. Berg asked about 15-inch plastic drainage pipe that was put in the wrong location.  R. Campbell said he spoke with E. Peterson about telling Ladd to relocate it.

D. Berto said that even with change orders submitted since the November meeting, the project is currently $900 under budget because of an additional $3,500 that was previously earmarked for advertising (now released for construction) and $2,500 of work moved to Phase 2.

He also said Zlotnick Construction revised its costs, but only lowered them by $16.  He said revised pricing information was sent to DOH and Putnam Bank.

R. Campbell asked when forms go to the Willington Housing Authority's attorney.  D. Berto said DOH has to give the WHA a closing list and has to designate its own attorney.

R. Campbell said the WHA also needs Putnam Bank's and Federal Home Loan Bank's documents.

D. Berto said he anticipates the closing list in late January (2015) or early February.

R. Campbell asked D. Berto to discuss with the First Selectman the project's permit fees and the possibility of waiving a portion.

R. Campbell asked about CL&P rebates.  D. Berto said rebates go to the project owner, not the project contractor.  D. Berto said he anticipates a potential $20,000 to $30,000 in energy rebates.  He said energy consultants can do rebate projections for a project and recommended Peter Harding based in Essex.

R. Campbell said he had a discussion with Carla Darling of Steven Winter.  D. Berto said Steven Winter usually doesn't work with a smaller project like Button Hill.

R. Campbell said Zlotnick's budget of $63,000 for appliances seems too high and that he may be able to get appliances at a lower cost from the company that supplied air conditioning for Willington Woods.

R. Campbell said he thinks the project should use air-to-air split units for heat.  He said they are less expensive to install, but if the power goes out, there would be no heat. If air-to-air is used, does the WHA also want to install a generator that would power the heating system if the electricity goes out?  He also questioned how costs would be billed. R. Campbell said these are questions that need to be decided.  D. Berto said the WHA needs to talk to the architect, and in January, should assign a subcommittee to work on these questions.

D. Berto said he will follow up on speaking with the First Selectman about the permit fees and possible waiver, will talk to Peter Harding about energy consulting, and will work on the closing.  He also said he spoke with a representative at Putnam Bank about the closing and the bank seems satisfied with the project's progress.  He said the WHA also has to apply for an extension from the FHLB.  And he plans to prepare the required semi-annual progress report.  He also plans to attend the next job meeting on Dec. 15, and will prepared a list of retainage release requirements in time for that meeting.

D. Berto left the meeting at 6:44 p.m.

4.  New Business

a. 2015 meeting dates

C. D'Agata made a motion to accept the following 2015 WHA regular meeting dates; the motion was seconded by W. Gangaway and passed unanimously:

October 19 (moved because of Columbus Day holiday October 12)
November 9
December 14

In other discussion, D. Berg suggested the WHA consider hiring a Clerk of the Works;  he said it could be helpful to have another set of eyes on the project. R. Campbell said the cost would have to fit within the budget.

D. Berg also said he likes R. Campbell's suggestion, made earlier in the meeting, of using mini-splits with a generator back up. He noted this would require an electric heating system, instead of gas.

There was discussion about naming the road leading into the Button Hill housing project and the fact that the Postal Office would be the authority determining how the units are numbered.

5. Correspondence – None.

6. Approval of Minutes

D. Berg moved to accept the November 17, 2014 minutes as submitted, L. Millix seconded the motion, it was approved unanimously.

6. Treasurer's Report

C. D'Agata reported an expenditure of $69.97 for recording secretary expenses, leaving a balance of $2,184.53.

7. Adjourn – The meeting adjourned at 7:01.
