MINUTES
November 17, 2014
60 Old Farms Road – Senior Center
Willington, CT
PRESENT – Chairman Robert Campbell, Vice Chairman Wilbur Gangaway, Secretary Don Berg, Member Laurel Millix, Treasurer Claudia D'Agata, Financial Consultant David Berto, Recording Secretary Brenda Sullivan.
1. Call to Order – The meeting was called to order at 6:12 p.m.
2. Present to speak – No member of the public present to speak.
3. Old Business – Button Hill senior housing project
D. Berto reported on a job meeting held this morning (Nov. 17) and noted the contractor was not present. He said financing is on track for the first phase of the project, and that Nancy Wagner identified funds that had been earmarked for advertising and marketing that could be used toward change order costs. He said these funds can be released for construction, but N. Wagner needs permission from HUD to do so.
R. Campbell discussed the need to lower water lines and said this will require a shut off. He also said he spoke with Eric Peterson about making sure all catch basins and inverts are properly located before closing this part of construction.
D. Berto said Zlotnick Construction has adjusted their pricing and submitted a list of their site work, and that there was more discussion about what needs to be done. He said the WHA can expect an increase of $50,000 in Zlotnick's pricing.
R. Campbell said he feels that if the cost issues are not resolved by the close of the first phase of the project, the remaining work will have to be rebid, with updated specs. He said it's important that the WHA be able to give definitive answers to Putnam and Bank and the DOH about the project's budget.
D. Berto agreed that Zlotnick Construction has been told more than once that if their pricing isn't finalized and in line with the project's budget, the work will be put out for bid again.
R. Campbell said he is concerned that too many delays could result in loss of funding.
D. Berg made the following motion:
To allow Zlotnick Construction until Friday, Nov. 21, 2014 at 3 p.m. to submit complete and accurate pricing satisfactory to the Willington Housing Authority, to be submitted to Housing Enterprises, for the balance of the work on the Button Hill Senior Housing project. If the deadline isn't met, plans and specifications will be revised and distributed to the qualified contractors.
The motion was seconded by L. Millix. Motion passed unanimously.
D. Berg said he will call Zlotnick Construction to inform them of the WHA's intention.
D. Berg noted that the date of the project's building permit will determine whether new energy codes – possibly with higher costs – will kick in. He said he will check on the status of the building permit; he believes the project doesn't have one yet, just the zoning permit for site preparation.
R. Campbell asked, regarding phase one, what is Ladd's progress on work that resulted in an additional 28 days on their time line due to change orders. He said he'd like a revised schedule from Ladd indicating their current projected date of completion. He asked D. Berto/Housing Enterprises to send an email with this request to Ladd and Eric Peterson.
There was discussion about ways the Town could support the Button Hill project. D. Berg said besides lowering the building permit fee, the Town might also help with trash removal.

5. Approval of Minutes
C. D'Agata moved to accept the Oct. 20, 2014 minutes as corrected. W. Gangaway seconded the motion. Motion passed unanimously.
Following are the corrections:
Line 17, $2,000 should be $20,000;
Line 22 should read, “Also, an unexpected number of large rocks on the site were hauled away...”;
Line 31 should read, “R. Campbell noted that Ladd hasn't been following procedures for requesting payment for bills in a timely manner.”;
Line 50, correction to spelling of “Berto”;
Line 56 should read, “R. Campbell said that the delays with Zlotnick providing updated pricing is affecting the project meeting its deadlines.”;
Line 71 should read, “R. Campbell noted that the WHA is incurring costs that benefit the town: lowering the water lines, connecting the sewer lines to the Senior Center...”;
Line 42 (under Approval of Minutes), the corrected spelling is ASHoW;
Line 147-148 (under Treasurer's Report) should read, “C. D'Agata reported the balance as of Sept. 8, 2014 is $2,324.47, which includes $700 from the town [reimbursement of bidder fees paid for site plans and specifications for G&P] and deduction of $69.97 for secretarial expenses.
