MINUTES
July 14, 2014

Willington, CT
PRESENT – Chairman Robert Campbell, Vice Chairman Wilbur Gangaway, Member Laurel Millix, Treasurer Claudia D’Agata, Financial Consultant David Berto, Recording Secretary Brenda Sullivan. Absent: Secretary Don Berg.
1. Call to order – The meeting was called to order at 6:12 p.m.
2. Present to speak – No member of the public present to speak.
3. Old Business – Button Hill senior housing project
D. Berto showed a clipping of the request for bids for the infrastructure work on Button Hill that was published in the Journal Inquirer. He said representatives of six companies attended a walk-through of the project site on July 1, along with himself, R. Campbell, D. Berg, consultant Nancy Wagner and engineering consultant Eric Peterson. The six companies are: Folsom Construction, JM Ladd, Gerber Construction, Suchocki and Son, LaRoche Builders, and Mercury Excelon. R. Campbell said Mercury Excelon sells materials and is not a developer – he was at the walk-through to talk with the developers.
D. Berto said Zlotnick Construction didn't attend the walk-through, but Lynn from his office spoke with Mr. Zlotnick, who said he couldn't compete with these companies because they are site contractors.
D. Berto said pricing is due July 23, based on the current spec's and plans. He said contractors paid the town $100 per set, but these documents were produced by Eric Peterson, not the town. Therefore, the town needs to move that revenue into the WHA account, and the WHA will pay Eric Peterson. D. Berto said 6 sets were purchased.
D. Berto said that once the pricing comes in, a company can be selected, a contract can be signed, work will begin and bills will be generated, which will be reviewed and then forwarded to C. D'Agata for writing checks.
R. Campbell said the town is supposed to move funds into the WHA account after July 1.
C. D'Agata made the following motion, seconded by W. Gangaway, concerning signing a contract for the infrastructure phase of the Button Hill project:
Resolved: The Willington Housing Authority Chairman is authorized to sign a contract with the contractor for the Button Hill Site Renovations Project, as recommended by the consultants.
The motion passed unanimously.
D. Berto said Zlotnick Construction submitted revised pricing for the construction phase of the project, to reflect prevailing wage as set by the State. He said the total increased from $3.8 to $4.5 million, or about $7,000 – which is the amount of additional funds awarded by the State Dept. of Housing for this purpose. However, D. Berto said he will discuss bringing Zlotnick's estimate down.
D. Berto said he received a $3,300 bill from Eric Peterson for “cost extras,” including meetings, calls and preparing documents. He said he believes these services fall within Peterson's scope of work, and will talk this over with him.
R. Campbell said the semi-annual progress report required by Federal Home Loan Bank was submitted on July 7, 2014.
R. Campbell said the $1.7 million in mortgage funding has been approved with conditions, and there will be a meeting to go over these conditions. He said he also signed a commitment letter for the $20,000 loan and he expects that loan to be closed soon – possibly to be finalized at the same meeting about mortgage funding conditions. He said he might include Theo (from FHLB) in that meeting via a teleconference to address Putnam Bank's concerns about properly wording their documents to comply with FHLB's requirements.
D. Berto said it also seems that Putnam Bank wants to impose some of its own conditions, and he told them that these would have to be fit within the requirements set by the State and FHLB.
R. Campbell asked D. Berto to have his office push for a meeting next week, possibly the same day of the bid opening, which is Wednesday, July 23.
D. Berto said the Dept. of Housing is waiting for a final pricing list from the WHA.
4. New Business – W. Gangaway said the Senior Center plans to install four security cameras, which would be hardwired, and because the contract would include eight cameras, he wonders if the additional four could be installed at Button Hill. R. Campbell said this might be considered in future.
D. Berto left the meeting at 6:47 p.m.
5. Approval of minutes – W. Gangaway moved to approve the June 9, 2014 minutes with the correction to line 65 (replace ??? as follows: R. Campbell said check no. 1000 was submitted to David Berto as a voided check in order to set up payments for the new “Willington Housing Authority-Button Hill” account.) L. Millix seconded the motion, motion passed unanimously.
Reading from the June 9 minutes, C. D'Agata noted she has not received a copy of the infrastructure contract from D. Berto, which was to be emailed to all WHA members. R. Campbell said the contract isn't available in digital form but could be printed and sent through the mail.
C. D'Agata also asked about a temporary password being set up by R. Campbell for her and Rose, so they can view accounts. R. Campbell said he will do so.
6. Treasurer’s report – C. D'Agata presented the Treasurer's Report – the balance as of July 9, 2014 is $334.38.
7. Correspondence – Putnam Bank statements and Eric Peterson bills (kept by Claudia D'Agata).
8. Adjourn – L. Millix moved to adjourn, motion seconded by C. D'Agata. Meeting adjourned at 6:58 p.m.
