Meeting Minutes

R. Campbell called the meeting to order at 6:03 PM.
D. Berg made a motion to approve the February meeting minutes, L. Millix seconded the motion. All members voted in favor.
C. D’Agata was not present to give the treasurer’s report.
Old Business
R. Campbell reported that the pre-development application for DECD has been approved and the Housing Authority is waiting for documents from DECD to be mail to them for signatures. R. Campbell explained that once the documents are signed they will be mailed back to DECD and then they will be passed on to the Attorney General for his signature. R. Campbell asked Mr. Berto if they can hand deliver the paperwork to the Attorney General’s office. Mr. Berto said that they cannot.
Mr. Berto explained to the Housing Authority members when they need to do in order to be prepared to receive funds from the DECD. He stated that they must set up bank accounts with Reich and Tang Mutual Funds Group for the money to be deposited into. Mr. Berto said that he had paperwork from Reich and Tang that the board needed to fill out which would state which members of the board could sign checks from the account. Mr. Berto suggested that the Housing Authority open a second local checking account that could be used solely for the DECD grant money.
R. Campbell asked D. Berg to call C. D’Agata to find out the process required for the Housing Authority to open their own checking account. R. Campbell said that he would still like the town to prepare the checks. The commission members discussed which members should be authorized to sign checks and whether there should be one or two signatures on each check. Mr. Berto stated that a resolution must be made regarding who can sign checks.
D. Berg made a resolution to set up a checking account for disbursement of DECD pre-development funding; with anyone of the following commissioners, Don Berg, Wilbur Gangaway, or Robert Campbell to be authorized to sign checks and necessary documents there too on the new checking account.
L. Millix seconded the resolution, all members voted in favor, thus the motion passes.
Mr. Berto explained the difference between the Reich and Tang account and the need for a local account as well. He stated that DECD can only deposit money into the Reich and Tang account. The Housing Authority can then transfer funds to a local checking account as needed to write checks for pre-development expenses.
R. Campbell called for a resolution for permission to sign the Reich and Tang Mutual Funds Group disbursement account paper work.
D. Berg made a resolution for Robert Campbell to complete and execute the sub-account authorization and application form for Reich and Tang disbursement; and for any one of the following three commissioners, Robert Campbell, Don Berg or Wilbur Gangaway, to have the authority to sign checks on the Reich and Tang account. L. Millix seconded the resolution. All members voted in favor, thus the resolution passes.
D. Berg made a resolution to authorize the chairman of the Housing Authority to sign the DECD pre-development contract documents when they are received. L. Millix seconded the motion, all voted in favor.
R. Campbell said he would like to look at the DECD application to see which bank gave the Housing Authority a support letter for pre-development funding. He stated that he would like to use that bank to open the checking account for the funds.
D. Berg asked if they need to open a commercial checking account. Mr. Berto said that he did not think so. R. Campbell said that they will speak with C. D’Agata to see what they need to do to open a checking account and how to go about moving money from their town account into the bank account to establish enough funds for free checking.
R. Campbell asked what happens once the funding is received, Mr. Berto stated that they should hold a “kick off” meeting with all the technical people that will be involved in the project such as the architect and engineer. R. Campbell asked if there is any legal review of the documents that should be done. Mr. Berto stated that if they make request to change anything in the documents from DECD they could risk not receiving the funding.
New Business
R. Campbell stated that they need to plan a “kick off” meeting before the next regular meeting. They should invite the First Selectman as well as Crosskey and Gardner and Peterson. D. Berg said he will call DECD in the morning regarding the paperwork.
D. Berg made a motion to adjourn at 7:00 PM. L. Millix second the motion, all members were in favor.
