Meeting Minutes

R. Campbell called the meeting to order at 6:00 PM.
C. Wilson made a motion to approve the February meeting minutes, W. Gangaway seconded the motion. All members voted in favor.
C. D’Agata presented the treasurers report, she stated that the balance as of 3/9/09 was $2566.92. The payroll expenses for March were $53.82 leaving a balance of $2513.10.
Old Business
R. Campbell told the board members that First Selectman Eledredge is looking into insurance for the board through the town lawyer. C. D’Agata said she thought that the town would cover the cost of the insurance as long as it was under the town.
W. Gangaway said he felt that there needed to be better communication between the board members in between meetings. He said he felt that R. Campbell discussed things with the consultant and the lawyer that the other members did not know about. He asked if R. Campbell could share all emails about what is going on with the housing with all board members so they can stay privy to all information.
R. Campbell explained that there were a few emails that went between himself and the board’s lawyer regarding the town’s resolution about the housing authority. He asked W. Gangaway if he would like to be CC’d on all emails, W. Gangaway said a summary would be fine.
C. D’Agata asked if the town resolution was final. R. Campbell said that he believes that it is. He stated that he needs to speak with Dave Berto to better understand how the resolution will affect the building process of phase III of the senior housing. He stated that he currently does not know how to move forward with the resolution written as it is. C. D’Agata asked if they need to go out to bid for all jobs, R. Campbell said he still needs to find out.
The board discussed using the town’s lawyer verses using their own lawyer to handle future issues. R. Campbell told the board that it will be up to the board of selectman to decide which lawyer can be used.
The board discussed the resolution that the town excepted in town meeting concerning how the Housing Authority must operate. R. Campbell stated that he still has many questions that he needs answered to better understand the document.
R. Campbell told the board the Dave Berto will attend the next housing authority meeting.
New Business
C. D’Agata asked R. Campbell to contact Tyler Millex to see if he is still able to attend the regular Housing Authority meetings or if the date does not work for him.
W. Gangaway made a motion to adjourn at 7:00 PM. C. Wilson second the motion, all members were in favor.
