Informal Discussion Minutes

The board went over documents from Crosskey and Gardner & Peterson.  They discussed the contents of the contract and noted changes that should be made.  R. Campbell said that he would like to have Dave Berto and Mr. Crosskey at the next regular meeting.  He asked the board members to go over the documents before the next meeting so they will be prepared with questions.  R. Campbell discussed the payment schedule for the project and said that it will look similar to a HUD project.   C. Wilson stated that Crosskey is only willing to defer 25%  of the fees.  C. D’Agata asked if an attorney will look at the documents before they are signed.  R. Campbell said that he will have the Housing Authorities attorney look them over.  
R. Campbell said that First Selectman Eldredge  called Gardener & Peterson and told them that he wanted to start phase III of the senior housing project.  He stated that Hank Torcellini called him and said that he needs to know who is in charge of the project, the Board of Selectman or the Housing Authority.  Mr. Torcellini said that he wants the Housing Authority board to meet with the Board of Selectman so they can update one another on the progress.  R. Campbell said that he invited Mr. Torcellini to the next Housing Authority meeting.  
The board discussed how the HUD money can be used for phase III of the senior housing project.  C. Wilson stated that the director of finance said it can only be used for infrostucture.  R. Campbell said that he thought it could be used for consulting fees.  R. Campbell said that the grant says the money can only be used for the HUD project the town meeting minutes states that it can be used for infrosturcute to phase III.  
C. D’Agata asked if there was an update from Dave Berto.  R. Campbell said no, that the board needs to speak with Crosskey first to create a plan.  He stated that he believes after the next Housing Authority meeting things will get moving.  
W. Gangaway asked about Gardner & Peterson, he stated that he feels that the y have been taking their time in responding to the board.  R. Campbell reported that Mr. Torcellini has been ill, so that has slowed down the process.  He stated that he will asked that two people be appointed to the project so that they will always have someone available to them.  R. Campbell said that he thought Mark Peterson will be able to work on the project as well.  
W. Gangaway asked if the current economy will have an effect of the ability for the board to get funding for the project.  R. Campbell said that he did not think so, that the USDA funding is still available among some other possibilities.
