BUDGET HEARING MINUTES

Chairman Alan Ference called the meeting to order at 7:05 P.M.
Chairman Ference explained what we would be reviewing this evening. ~He turned the floor over to Superintendent Dave Harding to present the Board of Education budget. ~
Superintendent Harding said their budget request for the 2015/2016 FY is for $7,884,125 which is a decrease of .029% from last year’s request. ~No programs or services are impacted. He asked if there were any questions. ~Being none he turned the floor back over to the Board.
Chairman Ference thanked the Superintendent and the Board of Education for their good work in
submitting a responsible budget reflecting the decrease in enrollment without impacting programs. ~
John Patton spoke of the concern with the MBR. Because of the wild swings with Region 19 we need to consider moving services around to get ready for the swing. Progress with shared services is continuing.
First Selectman Mailhos presented the General Government’s side of the budget. ~Their request is for $4,481,581 which includes public safety and public works. ~The Board of Selectmen budget is status quo without cutting or adding services with only contractual increases.~~They are re-looking at the road work plan after the Board of Finance cut their budget by $75,000
Superintendent Harding added that from 2004 thru 2014 the Board of Education has given back $1,282,958 to the General Fund and the General Government has given back $333,097.
Chairman Ference asked the audience if there were any questions.
Carl Pearson asked if there are any rules or criteria to contribute funds from the General Fund. John Patton told him that we just motioned recently to accept a Fund Balance Policy.

Chairman Ference informed the audience that we are contributing $224,000 from the General Fund.
This will make it so there will be no increase to the Mill rate this year.
Seeing that there were no further questions he called the hearing to a close at 7:30.
