APPROVAL OF MINUTES
Motion to approve the Budget Meeting Minutes of March 12, 2015 was made by Elizabeth Treiber, Annemarie Poole~seconded.~ John Patton and Robert Wiecenski abstained. All others were in favor, motion carried.~~
Alan Ference motioned to add the Conservation Commission's request to the agenda under old business, Elizabeth Treiber seconded. All were in favor, motion carried.

NEW BUSINESS
1st Selectman's Salary
Selectmen John Blessington and Kim Kowalyshyn presented the Board with a request to raise the selectman's salary by $25,500 bring the salary to $67,600 starting in November with the newly elected 1st Selectman. They believe that the position is grossly under paid and that it should be paid atleast as much as the heads of other departments.
Annemarie Poole, as a member of the committee that did the salary study, informed the Board of their recommendations. They looked at comparable towns. There were some higher and some lower but most were about the same. They recommended that the Board of Finance look at the compensation at the election.
John Patton suggested that a benefit stipend be added and half the change take place in November, with the second half taking effect in July. Discussion continued.
John Patton motioned to adjust the 1st Selectman's salary by $20,000 over 2 years with half the change at the election and the second half July 1, 2016. Robert Wiecenski seconded. Vote was taken - Patton, Ference, Treiber, Wiecenski voted yes, Latincsics and Bulick voted no. Motion carried.
Budget Approvals
Motion to accept the budget request for the #0111 Selectmen Budget for $134,415 was made by John Patton and seconded by Alan Ference. Peter Latincsics voted no, all others were in favor, motion carried.
Motion to accept the budget request for #0121 Probate Court of $3,320 was made by John Patton and seconded by Elizabeth Treiber. All were in favor, motion carried.
Motion to accept the budget request for #0126 Election Officials of $31,596 was made by Elizabeth Treiber and seconded by John Patton. All were in favor, motion carried.
Motion to accept the budget request for the #0130 Accounting Services for $201,140 was made by Elizabeth Treiber and seconded by John Patton. All were in favor, motion carried. Peter Latincsics abstained.
Motion to accept the budget request for #0131 Board of Finance of $4,743 was made by Alan Ference and seconded by Elizabeth Treiber. All were in favor, motion carried.
Motion to accept the budget request for #0132 Treasurer of $30,412 was made by Alan Ference and seconded by Elizabeth Treiber. All were in favor, motion carried.
Motion to accept the budget request for #0133 Auditor of $33,500 was made Alan Ference and seconded by Elizabeth Treiber. All were in favor, motion carried.
Motion to accept the budget request for the #0134 Assessor for $90,029 was made by Alan Ference and seconded by Elizabeth Treiber. All were in favor, motion carried.

Motion to accept the budget request for the #0137 Revenue Collector for $79,256 was made by John Paton and seconded by Alan Ference. All were in favor, motion carried.
Motion to accept the budget request for the #0141 Town Counsel for $32,000 was made by John Patton and seconded by Alan Ference. All were in favor, motion carried.
Motion to accept the budget request for #0151 Town Clerk of $103,416 was made by Elizabeth Treiber and seconded by Alan Ference. All were in favor, motion carried.
Motion to accept the budget request for #0161 Conservation Commission of $1,500 was made by Elizabeth Treiber and seconded by Alan Ference. All were in favor, motion carried.
Motion to accept the budget request for #0171 Planning & Zoning of $106,260 was made by Elizabeth Treiber and seconded by Alan Ference. All were in favor, motion carried.
Motion to accept the budget request for #0172 Zoning Board of Appeals for $4,482 was made by Elizabeth Treiber and seconded by Robert Wiecenski. All were in favor, motion carried.
Motion to accept the budget request for #0175 Economic Development of $3,275 was made by John Patton and seconded by Alan Ference. All were in favor, motion carried. Elizabeth Treiber abstained.
Motion to accept the budget request for #0176 Inland/Wetlands Comm. of $2,000 was made by Alan Ference and seconded by Elizabeth Treiber. All were in favor, motion carried.
Motion to accept the budget request for the #0181 Town Office Operations for $93,285 was made by Alan Ference and seconded by Elizabeth Treiber. Peter Latincsics voted no, all others were in favor, motion carried. Robert Wiecenski abstained.
Motion to accept the budget request for the #0182 Town Hall Operations for $6,765 was made by John Patton and seconded by Alan Ference. All were in favor, motion carried.
Motion to accept the budget request for the #0183 Consulting Engineers for $29,000 was made by John Patton and seconded by Elizabeth Treiber. All were in favor, motion carried.
Motion to accept the budget request for the #0185 Senior Center Operations for $28,881 was made by Alan Ference and seconded by Elizabeth Treiber. All were in favor, motion carried.
Motion to accept the budget request for #0221 Ambulance Grant of $412,800 was made Alan Ference and seconded by Elizabeth Treiber. Peter Latincsics voted no, all others were in favor, motion carried.
Motion to accept the budget request for #0231 Fire Marshall of $23,341 was made by Jon Patton and seconded by Robert Wiecenski. All were in favor, motion carried.
Motion to accept the budget request for #0232 Fire Protection of $252,895 was made Alan Ference and seconded by John Patton. Peter Latincsics voted no, all others were in favor, motion carried.

Motion to accept the budget request for the #0311 Public Works for $1,142,942 was made by John Patton and seconded by Robert Wiecenski. Peter Latincsics voted no, all others were in favor, motion carried.
Motion to accept the budget request for the #0342 Cemetery for $2,000 was made by Alan Ference and seconded by Robert Wiecenski. All were in favor, motion carried.
Motion to accept the budget request for the #0351 Transfer Station for $240,292 was made by Alan Ference and seconded by Elizabeth Treiber. All were in favor, motion carried.
Motion to accept the budget request for the #0504 Capital Reserve for $146,104 was made by Alan Ference and seconded by Elizabeth Treiber. All were in favor, motion carried.
Motion to accept the budget request for the #0507 Housing Authority for $1,980 was made by Alan Ference and seconded by John Patton seconded. All were in favor, motion carried.
Motion to accept the budget request for the #0510 Accrued Sick Days for $20,000 was made Alan Ference and seconded by Elizabeth Treiber. Peter Latincsics voted no, all others were in favor, motion carried.
Motion to accept the budget request for the #0511 Dog Fund for $23,888 was made by Alan Ference and seconded by John Patton. All were in favor, motion carried.
Motion to accept the budget request for #0512 Recreation Commission for $49,723 was made by John Patton and seconded by Robert Wiecenski. All were in favor, motion carried.
Motion to accept the budget request for the #0513 WYFSS Grant for $51,552 was made John Patton and seconded by Elizabeth Treiber. No one was in favor, motion failed.
Motion to accept the budget request for the #0513 WYFSS Grant for $45,552 was made John Patton and seconded by Robert Wiecenski with $10,000 being transferred from Fund 13. All were in favor, motion carried.
Motion to accept the budget request for #0517 Library of $184,786 was made by Alan Ference and seconded by Robert Wiecenski. All were in favor, motion carried.

Motion to accept the budget request for the #0851 Insurances for $75,353 was made by John Patton and seconded by Elizabeth Treiber. All were in favor, motion carried.
Motion to accept the budget request for the #0871 Miscellaneous for $2,500 was made by John Patton and seconded by Elizabeth Treiber. All were in favor, motion carried.
Motion to accept the budget request for the #0910 Debt Services for $217,219 was made by John Patton and seconded by Jim Bulick. All were in favor, motion carried.
Motion to accept the budget request for the #0930 Capital Expenditures for $85,000 was made by Alan Ference and seconded by John Patton. Peter Latincsics voted no, all others were in favor, motion carried.
Motion to accept the budget request for the Board of Education for $7,884,125 was made by Alan Ference and seconded by John Patton. Peter Latincsics voted no, all others were in favor, motion carried.
Motion to approve the CIP Plan as presented was made by Alan Ference and seconded by John Patton. Peter Latincsics voted no, all others were in favor, motion carried.
Motion to fund #0861 Board of Finance Contingency for $25,000 was made by John Patton. There was no second. Motion failed.
OLD BUSINESS
Conservation Commission
The Conservation Commission has requested that any proceeds from the timber harvest in Fenton Ruby Park be deposited into fund 15: open space. Discussion followed.
Alan Ference motioned to recognize the revenue from the timber harvest for a section of Fenton Ruby Park in Fund 15: Open Space Fund, John Patton seconded. All were in favor, motion carried.

Chairman Ference thanked everyone for their hard work and bringing forward a responsible budget.
Chairman Ference informed everyone that today is a sad day. Willington resident David Lee Ridzon lost his life while on the job. He asked that everyone do what they can for the Ridzon family.
