REGULAR MEETING MINUTES
Thursday, November 20, 2014

Chairman Ference called the meeting to order at 7:05 P.M.


SEATING OF ALTERNATES

John Patton motioned to seat Geoff Prusak for Peter Latincsics, Jim Bulick seconded.  All were in favor, motion carried.

PRESENT TO SPEAK

Superintendent Harding was present to look for direction from the Board and to inform them of what was being considered.  They are looking to fill their facilities and IT positions.  They are looking at the positions be filled to cover the whole Town, not just the Board of Education.  He feels that they should not be Union positions.  As they move forward to build their budget they are looking at whether purchased services or filling the positions would be feasible. Members of the Board of Finance agreed that they are moving in the right direction.

Peter Latincsics arrived during the conversation at 7:12 pm.

APPROVAL OF MINUTES

Motion to approve the Regular Meeting Minutes of October 16, 2014 was made by John Patton with the following amendment, Jim Bulick seconded.  All were in favor, motion carried.

Under Good & Welfare, seconded paragraph, last line should read:  The estimated replacement cost is $400,000 to $500,000 to replace them.

NEW BUSINESS

Board of Selectmen Transfer Request

The Selectmen were present to ask for the transfer.  They voted unanimously voted to promote Robin Campbell from Administrative Assistant to Office Manager effective 1/01/15.  Because of the increase of salary and hours a transfer is needed to cover the mid-year increase.  Discussion followed.

John Patton motioned to transfer $3,000 from line item #0831 Employee’s Insurance to #0111 Selectmen, Jim Bulick seconded.  All were in favor, motion carried.


Parks & Rec Appropriation

No one was present to speak concerning the request.  Board members considered tabling the request.  Chairman Ference, a member of the Parks & Rec Board answered some questions.  He felt that they have done their due diligent and asked for a motion.

John Patton motioned that the Board of Finance recommends that the Board of Selectmen call a Town Meeting to appropriate $15,570 from the Capital Projects Fund LoCIP RRAC Improvements for the purpose of continuation of the irrigation system to be reimbursed by the State of Connecticut Local Capital Improvement Program, Robert Wiecenski seconded.  Peter Latincsics voted no.  All others voted yes, motion carried.

First Selectman Mailhos said she would like to see a representative and maybe a drawing at the Town Meeting.

OLD BUSINESS

Peter Latincsics spoke about the enrollment document that we received and asked if last year’s document was available.   He is looking for how many classrooms there are with the total of students.  Chairman Ference said he would call the Superintendent’s office to get the information.

He then asked for an update on where our savings stands for the Energy program.  Selectman Mailhos said that the bills are showing savings.  They will send out the spreadsheet with the comparison.  

He was also concerned about the issue with the water permits.  Selectman Mailhos said it’s the Municipal Storm Water project.  She has been going to meetings and sending letters voicing our concerns because of the large cost to our Town.  They have already said that there will be changes.  Peter Latincsics asked that we get the Town Attorney involved.  Selectman Mailhos said that it’s not up to that point yet.  We are hoping to be exempt because we are in a non-urban area.

GOOD & WELFARE

There will be an Open House at the Hill Top Restaurant December 10th 4:30 – 7:30 for employees.  The cost is $15.

There is a presentation December 19th from the Millman Company at the Board of Education concerning the Post-Employment Benefits Program.
