Chairman Ference called the meeting to order at 7:06 P.M.
SEATING OF ALTERNATES
Robert Wiecenski motioned to seat Annemarie Poole for Elizabeth Treiber and Geoff Prusak for Jim Bulick. Peter Latincsics seconded. All were in favor, motion carried.
PRESENT TO SPEAK – no one
APPROVAL OF MINUTES
Approval of minutes was tabled till the next meeting.
NEW BUSINESS
Transfers
Donna Latincsics presented the Board with the transfer request. She explained that the transfer to the Unemployment line was to cover san unbudgeted claim. The transfer to the Capital Projects line was to pay the architect for the Old Town Hall project. The transfer from the Fire Protections line was because of the mortgage payoff being lower that budgeted. Discussion followed.
Annemarie Poole motioned to transfer:
$2,500 to line item #0821, Unemployment
$8,000 to line item #0503, Capital Projects
$5,171 from line item #0232, Fire Protection
$5,329 from line item #0183 Consulting Engineer
Alan Ference seconded. All were in favor, motion carried. It was asked that it be reflected in the minutes to be very careful of how much money is left in the Engineering line item.

OLD BUSINESS
Tax Abatement
Peter Latincsics asked that this be added to the agenda to discuss how this will be funded. The following points were discussed:
- Paid staff does not qualify
- Ordinance is on the Town Web Site
- What are the Chief’s plans to monitor
- Impact on Town
- Potential $30,000 loss in revenue to Town
- First tax bill affected 7/01/2016
- Eligibility requirements must be submitted before 8/31/2015
- Thank you for long term members
- Must be current on taxes for prior two years
- Very little oversight on Town side
- Add this to next month’s agenda for further discussion
K-8 & Gen Gov Budget
Peter Latincsics asked this be added to the agenda. He spoke about the MBR and we learned that our base line is important. Now that we now our enrollment, this would be a good opportunity for us to examine the base line to adjust it to be favorable to the Town when it comes to MBR at budget time. Chairman Ference said no. We are very limited, in most cases on what we can do on budget decreases against MBR. The ability to move it down puts you up against MBR.
Chairman Ference asked to have Superintendent Harding to come to our meeting regarding the MBR.
CORRESPONDENCE
Letter from Bruce Silva at Region 19. It’s a request for a representative from the Board of Finance to be present at negotiations. Chairman Ference asked for a volunteer. Discussion was held. No one came forward. Chairman Ference will attend the first meeting.
GOOD & WELFARE
Geoff Prusak spoke to the fact that the Town has lost a good resident, Roger Schofield. He did a lot for the Town. He will be missed.
