BUDGET MEETING MINUTES
Thursday, March 13, 2014

Chairman Alan Ference called the meeting to order at 7:04 P.M.
SEATING OF ALTERNATES –
John Patton motioned to seat Annemarie Poole for Jim Bulick, Elizabeth Treiber seconded. All were in favor, motion carried.
PRESENT TO SPEAK
1st Selectman Mailhos asked that a transfer request be added to New Business to cover unemployment.
John Patton motioned to add the transfer request under New Business. Alan Ference seconded. All were in favor, motion carried.
APPROVAL OF MINUTES
Motion to approve the meeting minutes of 3/06/14 was made by Elizabeth Treiber, Alan Ference seconded. All were in favor, motion carried. Annemarie Poole & Robert Wiecenski abstained.
NEW BUSINESS
Transfer Request
1st Selectman Mailhos presented the transfer request to the Board. The Town received an unemployment claim that exceeds the budget.
John Patton motioned to transfer $6,490 to line item #0821Unemployment from the General Fund. Alan Ference seconded. All were in favor, motion carried.

Budget Discussions
The following topics were discussed:
- General Fund Balance Forecast
- Lowering the amount that is taken from the General Fund to offset
- Taking out place holder from the Library
- Removing the position at a savings of $45,163
- The Town is now fully funding the Library
- Removing the line item, funding it as necessary
- Willington Hill FD left over funds
- Due to an internal error the FD was overfunded by $10,000
- Willington #1 left over funds
- Question of leftover funds for this department
- Decrease in utility costs
- Utility costs should go down with heating oil and electric after upgrades mad to the Town.
OLD BUSINESS
Update on the request for the meeting tapes to be uploaded to the server. The current meetings have been uploaded. The older meetings will be uploaded when more capacity is added.
