BUDGET HEARING MINUTES

Chairman Ken Schoppmann called the Budget Hearing to order at 7:04 P.M.
Chairman Schoppmann summarized the budget process and hi-lighted some of the facts of the budget. The following were mentioned:
- Funded CIP $70,000 for road projects
- .38% increase in K-8 education which is admirable
- Region 19 $161,000 increase which is up 4%
- Willington student population is up, Mansfield & Ashford has dropped.
- The mill rate will be 23.96 which is an increase of .38%.
- This would mean for a home that is worth $100,000 an increase of $38 per year. A home worth $200,000, $76 per year.
Superintendent Harding summarized the Board of Education Budget. Their budget is for $7,639,378, It includes the addition of a teacher and a paraprofessional. Decrease in special education, a deal with the insurance company and a favorable contract with the teachers has kept the increase low.
First Selectman Mailhos summarized the General Government budget. The following points were made:
- Public safety is up 13%
- General government is up 11%
- Public works has an increase of 1.49%
- Outsourcing of sweeping was eliminated.
Chairman Schoppmann then asked for questions from the audience.

Jim Bulick, Laurel Dr, spoke about the grand list growth. Asked that we continue to limit spending so that it's sustainable. He said that the elephant in the room is the Region 19 budget which is half of the increase. He asked that the Town continue to work with the Economic Development to attract new business to town.
Alex Strong spoke of the Region 19 budget shows a 10 year history. He suggested negotiating with Region 19 for a 10 year average. He asked that a more detailed report be available to the public from the BOE.
Robbie Passardi thanked the Board of Finance for all the hours and the good job on the budget. Superintendent Harding said the Board of Finance has done their due diligence.
