Also Present: Donna Latincsics, Business Manager; Tish Ignatowicz, Treasurer; Christina Mailhos, First Selectman; Butch Littell, Selectman; Tyler Millix, Chief Willington #1; and members of the public.


Chairman Schoppmann called the meeting to order at 7:10 P.M.


SEATING OF ALTERNATES  

Motion to seat Annemarie Poole for Lisa Marco was made by Peter Latincsics and seconded by Alan Ference. ~All were in favor, motion carried.


ELECTION OF OFFICERS

Ann Marie Brown motioned to seat Ken Schoppmann as Chairman, Alan Ference seconded.  All were in favor, motion carried.

Alan Ference motioned to seat Ann Marie Brown as Vice-Chairman, Peter Latincsics seconded.  All were in favor, motion carried.

Ann Marie Brown motioned to seat Alan Ference as Secretary, Ken Schoppmann seconded.  All were in favor, motion carried.

APPROVAL OF MINUTES

Motion to approve the Regular Meeting minutes of November 17, 2011 was made by Alan Ference, Ann Marie Brown seconded. ~All were in favor, motion carried.

PRESENT TO SPEAK

First Selectman Mailhos informed the Board of information that she gathered from two meetings that she attended this week.  The first was the regional fiscal meeting for R19, Mansfield is looking at a big reduction in Government funding and Ashford is going thru a re-val.  The second meeting was the Council of Small Towns meeting.  Governor Malloy said they are going to stick to their commitment not to cut our budget this year.

Chief Tyler Millix informed the Board that the labor contract between the Fire Department and the employee union is complete. Attorney Melanie Dunn was in attendance to answer questions from the Board.  She informed the Board that it took 8 months to complete.  Questions were asked by the Board.  Chairman Schoppmann suggested that we deal with the fund transfers when the time comes.  The change will take effect January 1, 2012.


NEW BUSINESS

Budget Calendar

        Ken Schoppmann motioned to approve the Budget Calendar with the first meeting being     on February 2nd, Alan Ference seconded.  All were in favor, motion carried.

        
Regular Meeting Calendar

        Robert Wiecenski motioned to approve the Regular Meeting Calendar, Ken Schoppmann       seconded.  All were in favor, motion carried.

Budget Letter

        Chairman Schoppmann distributed a draft letter that he composed for the Board to work   from.  Suggestions were made and once the changes are made the letter will be   distributed via email to all the Town departments.

HPTAG Grant Funding

        First Selectman Mailhos explained the grant for the Old Town Hall Project.  She         informed the Board that they have applied for a $7,500 Historic Project Assistant Grant         (HPTAG).  One of the conditions of the grant is we have matching funds.  We cannot use  STEAP funds to match the grant.  Discussion was held.   

        Chairman Schoppmann motioned that the Board of Finance authorizes the transfer of       funds for the specific use to match the HPTAG as follows:

                3,000  from line Item 01-241  Building Official
                4,500  from line item 01-137  Revenue Collector
                7,500  to line item      01-0503  Capital Projects

        Alan Ference seconded the motion.  All were in favor, motion carried.
