Chairwoman Blessing called the meeting to order at 7:02 P.M.
SEATING OF ALTERNATES
Ken Schoppmann motioned to seat Chopeta Lyons for Elizabeth Marco, Jim Poole seconded. All were in favor, motion carried.
APPROVAL OF MINUTES
Motion to approve the Budget Meeting minutes of March 12, 2009 was made by Chopeta Lyons with the following amendments. Mark Jones seconded. All were in favor, motion carried.
The Library budget request should be $101,607.
Page 2, clarification – zero % to all Town non-union employees, falling with in the General Government Budget.
Under Old Business Annemarie Poole’s name is not correct.

Final Budget Approvals –
Planning & Zoning–
Jim Poole motioned to approve the Planning & Zoning’s 2009/2010 Budget Request for $112,289. Ann Marie Brown seconded. Discussion followed. Vote was taken. Yes – Schoppmann, Jones, Brown, Poole. No – Lyons. Motion carried.

Probate –
Jim Poole motioned to approve the Probate’s 2009/2010 Budget Request for $5,317. Mark Jones seconded. All were in favor, motion carried.
Election Officials –
Mark Jones motioned to accept the Election Officials 2009/2010 Budget Request for $21,322. All were in favor, motion carried.
Board of Finance –
Mark Jones motioned to accept the Board of Finance’s 2009/2010 Budget Request for $3,600. All were in favor, motion carried.
Treasurer –
Chopeta Lyons motioned to approve the Treasurer’s 2009/2010 Budget Request for $27,505. Mark Jones seconded. All were in favor, motion carried. Jim Poole abstained.
Auditors –
Kathy Blessing motioned to approve the Auditors 2009/2010Budget request for $29,000. Ann Marie Brown seconded. All were in favor, motion carried.
Board of Assessment Appeals –
Mark Jones motioned to approve the Board of Assessment Appeals 2009/2010
Budget Request for $1,273. Jim Poole seconded. All were in favor, motion carried.
Town Clerk –
Ken Schoppmann motioned to approve the Town Clerk’s 2009/2010 Budget Request for $92,324. Chopeta Lyons seconded. All were in favor, motion carried.
Conservation Commission –
Ken Schoppmann motioned to approve the Conservations Commission’s 2009/2010 Budget Request for $2,000. Chopeta Lyons seconded. All were in favor, motion carried.
Zoning Board of Appeals –
Jim Poole motioned to approve the Zoning Board of Appeal’s 2009/2010 Budget request for $4,200. Mark Jones seconded. All were in favor, motion carried.
Economic Development –
Mark Jones motioned to approve the Economic Development’ 2009/2010 Budget Request for $1,000. Ken Schoppmann seconded. Jim Poole recused himself. All were in favor, motion carried.
Inland/Wetlands Commission –
Ann Marie Brown motioned to approve the Inland/Wetland’s 2009/2010 Budget Request for $2,950. Chopeta Lyons seconded. All were in favor, motion carried.

Ambulance Grant –
Ken Schoppmann motioned to approve the Ambulance Grant 2009/2010 Budget Request for $270,200. Ann Marie Brown seconded. All were in favor, motion carried.
Fire Protection –
Mark Jones motioned to approve the Fire Protection 2009/2010 Budget Request for $251,906. Chopeta Lyons seconded. All were in favor, motion carried.
Emergency Management Director –
Jim Poole motioned to approve the Emergency Management Director 2009/2010 Budget Request for $6,000. Chopeta Lyons seconded. All were in favor, motion carried.
CIP –
Chopeta Lyons motioned to approve the 2010-2014 CIP Plan. Ann Marie Brown seconded. All were in favor, motion carried. Jim Poole abstained.
BOF Contingency Fund –
Mark Jones motioned to approve the Board of Finance’s Contingency Fund 2009/2010 Budget Request for $5,000. Ann Marie Brown seconded. All were in favor, motion carried.
Collection Rate –
Ken Schoppmann motioned to change the collection rate to 98%. Mark Jones seconded. All were in favor, motion carried.

The next budget meeting will be The Budget Hearing at the Old Town Hall on April 7, 2009 at 7:00 pm. There will be a BOF Meeting immediately following the hearing.
