Chairman Brown called the meeting to order at approximately 7:03 pm.
Chairman Brown gave an overview of the proposed budget for the 2006-2007 fiscal year. He told the audience that the purpose of this hearing was to get input from the public on the proposed budget. The general budget total is an increase of 1.91%. This is a very modest budget. The BOE K – 8 total budgets is an increase of 5.25%. Our increase with Region 19 is 1.66%. On the revenue side the State and Federal Grants have a 3.8% increase. This leaves us needing to raise 4% by taxation. By taking $350,000 from fund balance leaves with a small increase to the mill rate. The mill rate increase will be .06 mills.
Mike Eldridge, First Selectman presented the Selectman’s budget proposal. He gave an overview of the budget that was presented to the Board of Finance and listed the departments that were effected by increases and cuts. He then answered questions from members of the audience.
Jim Bulick, a Willington resident asked how the Town buys if fuel. Selectman Eldredge explained that the fuel is purchased by contract with the BOE and Region 19.
Dr. Berglund, Superintendent presented the budget proposal for the Board of Education. She thanked the Board of Finance for their support this year with the budget. She explained the changes to this years BOE budget. She then answered questions from members of the audience.
There were no questions from the audience.
The Board of Finance then answered remaining questions from the audience.
Selectman John Patton suggested adjusting the revenue percentage and not have an increase to the taxes.
Jim Bulick agreed that this would be a good time to keep the tax the same.

Bob Shabot, 17 Jared Sparks Rd, asked that a little be set aside for open space.
Chairman Brown presented the CIP Budget that will be voted upon at the Annual Town Budget Meeting on April 24, 2006. He then answered questions from the audience.
Connie Berglund inquired about a discrepancy with the Hall School Library funds. Chairman Brown said that the numbers on the spreadsheet were correct.
Selectman John Patton thanked the Board of Finance for all their hard work on the budget.
Teri Gareau, 111 Daleville School Rd, voiced her support for open space.
The hearing adjourned at approximately 7:50 p.m.
