Chairman Brown called the meeting to order at 7:00 P.M.

Motion made by Henry Becker to seat Paul Schur for Lisa Kenderdine. Motion seconded by Bill Hodge. All in favor, thus motion carried.
APPROVAL OF MINUTES
Motion to approve minutes of November 18, 2004 made by Jim Harvey, Bill
Hodge seconded. All in favor, thus motion carried.

PRESENT TO SPEAK – Selectman Patton
Selectman Patton has been appointed the chief spokes person for the union contract negotiations. He is looking for a representative from the Board of Finance. The meeting times will be Jan. 19th 7 – 9 am, Jan 31st 3:30 – 5:30 pm, Feb. 16th 8 – 10 am.
Motion was made by Bill Hodge to appoint Henry Becker to the team. Jim Harvey seconded. All in favor, motion carried.
OLD BUSINESS – None
NEW BUSINESS –
Memo from Terry Hoffman -Request for Fixed Asset Policy Change. The change is to reduce the Capitalization Thresholds since the town purchased &80,000 worth of technology thru the Blue Chip Grant. When considered as individual items, most of these items would fall below the capitalization threshold, yet $80,000 of assets, as a whole seems significant.
Motion was made by Bill Hodge that the Board of Finance authorizes the following changes to the Town of Willington Fixed Asset Policy: The Capitalization Threshold for Vehicles, Equipment, Furniture and Improvements will be $1,000 or more. The

Capitalization Threshold for Audio/Visual & Computers will be $500 or more. Paul Schur seconded. All in favor, motion carried.

Paul Schur reported on District Health – they have $24,080 and the need $26,030 due to the increase in population. There will be a public hearing later in January.
Chairman Brown reported that Kathy Blessing, First Selectman Eldredge and himself with various people from Ashford went to the meeting at E. O. Smith. Ashford and Willington made it known that the increases are hurting us. Hopefully it will have some impact on the decision this budget season.
Chairman Brown reported that CIP is trying to get some action on the water problem with the school. The CIP Board is ready to not grant any more projects to the BOE until there is a resolution. A number of suggestions were made by the Board with the following motion being made.
Motion was made by Bill Hodge requesting the Board of Selectmen create a committee to be in charge of this building project with the water issue at Hall school. Kathy Blessing seconded. All in favor, motion carried.
CORRESPONDENCE – Memo from Marc Ryan informing the Town of Willington has received a $150,000 grant through the Small Town Economic Assistance Program to provide a water system and septic to support a 32-unit low income senior housing complex.
GOOD & WELFARE – Debra Hlobik, Board of Finance Secretary has given her notice. She has taken a position with the Town of Tolland. Her last meeting will be in January.
