Chairman Brown called the meeting to order at 7:01 P.M.

APPROVAL OF MINUTES
Motion to approve minutes of March 18, 2004 with the following amendment was made by Henry Becker, Bill Hodge seconded. All in favor, motion carries.
Amendment: Planning & Zoning: The total request is for $95,539 not $95,529.
Rec. Commission: The total request is for $28,576 not $55,576 which is no change over last years approved amount.
PRESENT TO SPEAK –
The Town Clerk, Donna Hardie explained to the Board that the motion made last week transferring $3,500 from 151.590 to acct #930 Capital Expenditures was in error. This is not a one-time expense.
Motion was made by Kathy Blessing to rescind the motion from last week transferring $3,500 from acct 151 to 930. Jim Harvey seconded. All in favor. Motion carried.
The following changes were made to the budget requests:
500’s Transfers to Other Funds
Accrued Sick Days – Motion was made by Kathy Blessing to reduce item 510 from $11,500 to $2,000. Jim Harvey seconded. All in favor. Motion carries.
Dog Fund – Motion was made by Kathy Blessing to cut $2,800 from the transfer to the Dog Fund acct #511. Bill Hodge seconded. All in favor. Motion carries.
Board of Finance
Motion was made by Jim Harvey to cut $300 from 131.550. Henry Becker seconded. All in favor. Motion carries.
Acct Services
Motion was made by Henry Becker to change #130.121 to $33,822. Bill Hodge seconded. All in favor. Motion carries.

Town Clerk
Motion made by Kathy Blessing to cut $1,000 for acct #151. Henry Becker seconded. All in favor. Motion carries.
Town Office Operations
Motion made by Kathy Blessing to cut $500 from #181. Bill Hodge seconded. Motion carries.
Police Protection
Motion made by Henry Becker to reduce #211 by $1,000. Jim Harvey seconded. Kathy Blessing & Lisa Kenderdine opposed, 4 votes in favor, thus motion carries.
WFD #1
Motion made by Kathy Blessing to reduce #232.500 by $3,000. Bill Hodge seconded. Lisa Kenderdine opposed, Jim Harvey abstained, 4 votes in favor, thus motion carries.
WHFD
Motion was made by Henry Becker to reduce #232-590to $84,500. Bill Hodge seconded. Jim Harvey & Lisa Kenderdine abstained, 4 votes yes, thus motion carries.
Building Official
Motion made by Bill Hodge to reduce #241.580 by $200, #241.610 by $100, #241.645 by $100, and #241.810 by $100. Jim Harvey seconded. All in favor, thus motion carries.
Public Works
Motion was made by Kathy Blessing to remove $7,00 from #311. ($5,000 from #311.681 and $2,000 from #211.683). Bill Hodge seconded. All in favor, thus motion carries.
Transfer Station
Motion was made by Kathy Blessing to cut $1,700 from line item #351.523. Bill Hodge seconded, thus motion carries.
Board of Education
Motion was made by Bill Hodge to cut $125,000. Lisa Kenderdine seconded.
Discussion followed.
Motion was then made by Kathy Blessing to amend the first motion to cut $100,000. Jim Harvey seconded. All in favor of amendment. Motion carries.

Motion to approve the motion as amended. Kathy Blessing opposed. 5 votes in favor, thus motion carries.
CIP
Motion was made by Henry Becker to approve the CIP Budget. Bill Hodge seconded. All in favor, thus motion carries.
