WILLINGTON CONSERVATION COMMISSION MEETING
10/19/16 Meeting
Call to Order: The meeting was called to order @ 7:10 pm.
Roll Call: P. Andersen, K. Demers, M. Drobney, C. Jordan, B. Shabot.
Approval of Minutes of 9/21/16. On a motion by CJ/MD minutes were approved with the following correction under Finance: “WCC authorizes payment of $11.41 for fasteners and trail marker signs for FRP-DS.” (replaces: “WCC will reimburse M. Drobney for fasteners…”). Unanimous vote.
Present to Speak: NA.
Finance: WCC will work on CIP request due 12/16/16. On a motion by PA/BS: “WCC approves an increase in payment of $350 to Ferrucci and Walicki for the educational program provided by forester Eric Hansen.” Unanimous vote. On a motion by PA/BS: “WCC approves a total payment of $1,785 from timber harvest capital budget to Ferrucci and Walicki for forestry services from January through September 2016.” Unanimous vote. On a motion by BS/CJ: “WCC approves reimbursing K. Demers $8.49 for refreshments and $9.16 for sign lamination.” Unanimous vote. On a motion by BS/CJ: “WCC approves expenditure of $17.34 for paint at O.L Willards.” Unanimous vote.
Old Business
- Open Space Map- CJ continues work on the update and plans to contact M. Cipriano from CROG.
- Fenton-Ruby Park Management Plan. On a motion by MD/KD: “WCC
reviewed the Fenton-Ruby Park and Wildlife Preserve Park Management
Plan on 10/19/16 and no changes are recommended.” Unanimous vote.
- Natural Resource Inventory /Open Space Conservation Plan – Review tabled pending more clarification on how it will be incorporated into new POCD.
D. Daley Award- On a motion by CJ/MD: “The 2016 Daley Award will be given
to a recipient approved by WCC.” Unanimous vote.
E. Properties Management
1. Fenton-Ruby Park / Drobney Sanctuary:
Timber harvest: In progress. Information about harvest posted in FRP and on
WCC website. Education program provided by forester Eric Hansen on 9/24/16
was attended by 8 members of the public.
Trails/Maintenance: New “Ashford Link Trail” has been blazed and signs installed. Donation plaques now on benches and tables. Plaques will also be made for Adirondack Chairs donated by William Such. New stainless steel trail map signs and dog leash sign still need to be installed.
2. Knowlton Preserve / Talmadge Tract: Signs recognizing JT and CFPA’s
funding have been installed.
3. Peck's Mill: Tabled
4. Chenes Roches Preserve – PA led the WCC/JT sponsored hike on 10/26/16.
Well attended by 26 members of the public.
F. Town Development: POCD being updated. In preparation, WCC will review past
assigned goals and objectives. A Public meeting is scheduled 11/1/16 at library.
G. Collaborative Organization News & Communication: Windham County
Conservation Commission is looking for ways to increase attendance. PA reported
that Joshua’s Trust has a volunteer using a drone to document JT trails.
H. Other: Tabled
New Business
- Membership: On a motion by CJ/BS: “WCC recommends to the BOS that Peter Andersen and Julia Cartabiano be reappointed to the WCC as regular members.” Unanimous vote.
