                   WILLINGTON CONSERVATION COMMISSION MEETING
       9/21/16 Meeting
Call to Order: The meeting was called to order @ 7:10 pm.
Roll Call:  K. Demers, M. Drobney, C. Jordan, M. Schreiber.
Approval of Minutes of 7/20/16  and of the Special Meeting 8/23/16. Minutes were approved on a motion by MD/CJ. Unanimous vote.
Present to Speak: Mr. Peter Kristoff voiced his concerns and asked questions about the Timber Harvest approved by the Town of Willington that will take place on Management Unit 8 of FRP-DS.
Finance: On a motion by CJ/MS: WCC will reimburse M. Drobney a total of $11.41 for fasteners for trail marker signs for FRP-DS.  Unanimous vote. On a motion by CJ/MS: WCC authorizes payment of $55.00 to CACIWC for annual membership dues. Unanimous vote.
Old Business
A. Properties Management
  • FRP-DS
Forest Management; Timber Harvest:  There will be a public education program  on the upcoming timber harvest on 9/24/16 from 10am to noon at FRP-DS. Forester Eric Hansen will be explaining the process of a shelterwood timber harvest on site at Management Unit 8 of FRP-DS.
Trails/Maintenance: The updated trail brochure is complete. Trails signs installation is an ongoing project.
Langhammer Trail Link: The Ashford Conservation Commission is anticipating the joining of the Ashford Link Trail with Langhammer Trail in the fall.

Donation plaques:  Plaques have been installed on benches, picnic tables throughout the park.

Leash sign:  A sign reminding visitors to FRP-DS to lease their dogs is waiting for installation.

Adirondack Chairs donation: The 2 chairs donated to FRP-DS are ready to be placed in the park.

     2. Knowlton/ Talmadge
Recognition sign addition. The recognition sign is waiting for installation.

3. Peck’s Mill: Tabled
C. Town Development: PZC. WCC has been notified by S. Jorgensen that The  Natural Resource Inventory and Open Space Conservation Plan is due for a revision. A member of WCC will be invited to join the Town work group that will undertake the revision
D. Collaborative Organizations: Joshua’s Trust, Willimantic River Alliance and Windham County Conservation Consortium: No reports.
E. There will be a walk for the LGV Walktober event on the Chenes Roches Preserve property located on Blair Road cosponsored by Joshua’s Trust and WCC.
F. Daley Award: Tabled
G. Other:
New Business
A. Committed Open Space List There was discussion regarding the Committed Open Space List. The list has not been updated since 2007.  CJ has been working on the update of the list. It will need to be prepared to coincide with the updating of the Natural Resource Inventory and Open Space Conservation Plan.
B. CACIWC Conference: Rocky Hill, 11/12/16. KD will remind the non-attending WCC members about the conference. On a motion by CJ/MD: WCC will reimburse any Commissioner who wishes to attend the CACIWC conference either $50.00 (if registered by 10/15/16) or $60.00(for registration after 10/15/16).  Unanimous vote.

C. Other: There was discussion regarding repositioning  agenda items for future meetings. Members expressed an urgency to address the reviewing of the Park Management Plan and the Committed Open Space Inventory. Reordering the agenda items could make better use of meeting time. Members suggested having the Properties Management portion of the agenda be treated as a “Staff Report” similar to the BoS agenda.
