WILLINGTON CONSERVATION COMMISSION MEETING
8/19/2015 Meeting
Call to Order: The meeting was called to order @ 7:05 pm.
Roll Call: K. Demers, M. Drobney, C. Jordan, K. Pacholski, M. Schreiber, R. Shabot.
Approval of Minutes of 6/17/15: Minutes were approved by RS/KP: 5 ayes, 1 abstain: MD. So moved.
Present to Speak: Gwen Haaland of The Ashford Conservation Commission spoke about the Langhammer Trail in Ashford.
Finance: The final balance for FY14/15 was $183.26.
Old Business
- Sale of Town Open Space: At the 7/6/15 meeting of the Board of Selectman, it was decided that the Board will not pursue selling land on Luchon Road (Map 13, Lot 5) to an abutting landowner. There was no vote taken on this matter.
- State Police Firing Range: C. Jordan will be the WCC’s representative on the task force of environmental professionals assisting the Town of Willington in evaluating the proposed Connecticut State Police Firearms Training Facility in Willington.
- FRP-Langhammer Trail Link: The Ashford Conservation Commission (ACC) is rescheduling a site walk in September on the Langhammer Property. They are looking for WCC’s input regarding trail site selection and the potential for a spur trail joining their parcel with FRP-DS hiking trails.
- Open Space parcel on the Willimantic River:
- Property on River Road (Map 05/004-OB) is being offered to the Town of Willington by the owner. Following discussion, WCC believes the owner should consider the CT DEEP Land Management program which has an application process for property owners interested in conveying their property to the State of Connecticut. This information was conveyed to the Board of Selectman and IWCC.
- 2. Property on Turnpike Road (Map 45-003-00) is being offered to the Town of Willington by the owner. Following discussion, WCC believes the property should be considered for conveyance to the Town of Willington. This information was conveyed to the Board of Selectman and IWCC.
E. Properties Management
- FRP-DS: Trails Maintenance: Paint, tin plates to install on rough barked trees prior to blazing and trail guides have been given to interested parties for installation. MD will continue to brush cut areas in the park.
Timber Harvest: A work order from Forestland Management Associates to the Board of Selectman for the proposed timber harvest has not been received.
- Knowlton Preserve/Talmadge Tract: The acknowledgment sign erected for the Knowlton Preserve was required by DEEP. WCC wants to also acknowledge the funding received from Joshua’s Trust and Connecticut Forest and Parks Assoc. for the Preserve on the same sign. Layout and design on this detail are being explored.
- Peck’s Mill: Tabled
- Other: None
F. Town Development: PZC, IWWC, and ZBA: tabled.
G. Collaborative Organizations:
Willimantic River Alliance, Joshua’s Trust, Windham County Conservation Consortium: No reports.
Mansfield Agriculture Committee will have a regional meeting on November 10, 2015.

A. Communications: Various correspondences were shared with WCC.
