WILLINGTON CONSERVATION COMMISSION MEETING
4/15/2015 Meeting
Call to Order: The meeting was called to order @ 7:05 pm.
Roll Call: P. Andersen, J. Cartabiano, K. Demers, C. Jordan, M. Schreiber, R. Shabot. On a motion by PA/RS J. Cartabiano was seated for M. Drobney. So moved.
Approval of Minutes of 3/18/15: Minutes were approved on a motion by CJ/RS with the following correction (in bold print): Approval of minutes of 2/18/15: 6 ayes. So moved.
Present to Speak: Not applicable.
Finance: The balance for FY14/15 is $267.00. On a motion by CJ/KD: “The WCC approves the payment of $11.49 to P Andersen for paper supplies” So moved. Unanimous vote.
Old Business
A. Properties Management
1. FRP-DS: The Blue connector trails need to be blazed again. New trail guides are replenished and the Weigold trail sign was refurbished for another season.
Timber Harvest: The Board of Finance approved a motion that allows any proceeds from the timber harvest to go into the Open Space fund automatically with no need for additional transfers. On a motion by CJ/KD: “WCC moves to select Dan Evans of Forestland Management Associates as the consulting forester for the timber harvest of Forest Management Unit-MU8 at Fenton Ruby Park. So moved. Unanimous vote.
Memorial Bench: A memorial bench is no longer under consideration for FRP-DS.
2. Knowlton Preserve/Talmadge Tract: Projects
Trailhead parking for the Knowlton Preserve: Correct policies and procedures for this project are now completed. The Public Works Dept. can now create the parking area. WCC needs to cut some brush, install a trail map register and map box at the trailhead.
Bridges, Boardwalks: The local Boy Scout leader has been contacted and given a list of potential projects for the Troop to work on this spring.
3. Peck’s Mill: This item is still waiting for action.
B. Town Development: PZC, IWWC, ZBA: Projects that are in progress were discussed from a conservation viewpoint. No projects have asked WCC for input at this time.
C. Collaborative Organizations:
Willimantic River Alliance, Joshua’s Trust, Windham County Conservation Consortium, Mansfield Ag Committee: There were no reports from any of these organizations.
D. Wilford Farms. Tabled
E. WCC Website: The WCC web page needs to be updated on a more consistent basis. After reviewing a proposal from the vendor Hawthorn Design, it was decided that a new platform is not needed for the amount of information we have to distribute.
F. Other: C. Jordan will update the Committed Open Space and the Aquifer Map.
New Business
A. Communications: Boy Scout Master D. Parizek inquired about projects in town that were appropriate for an Eagle Scout project. After discussion it was decided that the Hall School Nature Trail is in need of upkeep and will be suggested to the troop.
