                                                                       WILLINGTON CONSERVATION COMMISSION MEETING       
January 21, 2015 Meeting


Call to Order: The meeting was called to order @ 7:06 pm.

Roll Call/ Seating of Alternates:  P. Andersen, K. Demers, M. Drobney, R. Shabot.    On a motion by KD/RS, J.Cartabiano was seated for M.Schreiber. Unanimous vote.

Approval of Minutes of 12/17/14: Unanimous.  So moved

Present to Speak:  NA.

Finance:  On 1/14/15, PA and C. Jordan presented our financial request for open space funding to CIP.

OLD BUSINESS

A. Properties Management
FRP-DS:
-  Taylor Pond Trail Guide/Marker Posts: PA and RS installed the number plaques on sign posts. PA will mount Trail Guide return box on kiosk  
  -  MU 08 Silvicultural Management/Harvest Plan: PA presented our proposal for timber harvest and use of Burma Road to BOS on 1/20/15. BOS voted to support WCC request. BOF will decide which fund will receive net revenue of the harvest. WCC will continue to request that revenue be placed into the Open Space Fund.  
  -  Memorial Bench: WCC will accept donation of memorial bench for FRP from Janice Boltseridge. Discussion was held that the 4 foot Belson bench in a natural color would be most appropriate and that the bench would be located at north end of Taylor Pond.
Knowlton Preserve/TalmadgeTract(TT): On 1/20/15, PA presented WCC request to BOS to build 3-4 car gravel parking area next to TT trailhead. BOS voted to support WCC request. WCC will have to file for 8-24 permit before any work can be started.;   PA will install a trail register box at the TT trailhead.  
Peck’s Mill. PA and BS will do site walk
B. Town Development: PZC; IWWC:  See “Winterberry subdivision” below.

C. Collaborative Organizations:
Willimantic River Alliance: No report
Joshua’s Trust: No report
Windham County Conservation Consortium: No Report

D.  March 14, 2015 “Working Together” Open Space/ Agricultural Program:    Ideas and information about participants, entertainment, speakers, and advertisement were discussed. On a motion by RS/MD: The WCC will appropriate funding, not to exceed $600 for the “Working Together” event. Unanimous. So moved.

E. Winterberry subdivision: When the plan is formally submitted to PZC, the WCC will send an official letter regarding its approval (12/17/14 Minutes) that a “fee in lieu of” would be an acceptable alternative to a donation of an open space easement.    

F. Wilford Farms: Timber harvest application still in PZC review. IWWC had originally requested that a formal review of the proposed timber harvest area be done to identify any vernal pools and to delineate wetlands.

G: Levesque Farm: NCLT informed WCC that property did not score high enough for Dept of Agriculture (DOA) funding. Options might be to apply for DEEP grant or to work with neighboring farm landowners to resubmit a joint application to DOA.

NEW BUSINESS

  • Communications: Eric Thomas, DEEP Watershed Manager, sent a copy of Willimantic Streamwalk Assessment (2002) that indicated concerns about erosion and storm water discharge into the Willimantic River from the Hall Memorial School entry road, parking lot,  play scape area and public hiking trail.  CIP is currently considering funding request to resurface the parking lot and redo the playscape. WCC will do site walk to see if these conditions still exist and provide information to School Superintendant.  
  • Other: BOS reappointed K. Demers, R. Shabot and M. Schreiber as regular CC members with 3 year terms from 12/1/14 -12/1/17
