                      WILLINGTON CONSERVATION COMMISSION MEETING        
November 19, 2014 Meeting

Call to Order: The meeting was called to order @ 7:02 pm.

Roll Call/ Seating of Alternates:  P. Anderson, K. Demers, C. Jordan, K. Pacholski, M. Schreiber, R. Shabot. On a motion by CJ/RS, J. Cartabiano was seated for M. Drobney. Unanimous vote.

Approval of Minutes of 10/8/14: Minutes approved with the following amendments: both amendments are to the dates for the actions noted(change is in bold type): Approval of minutes of 8/16/14 and  the motion to approve funding for the “Work Day” on 11/1/14. Unanimous vote.  So moved

Present to Speak:  VII New Business, Communications. M. Peterson’s communication was moved to Present to Speak.
M. Peterson of Gardner & Peterson Associates LLC made a presentation on the Winterberry development, a 4 lot subdivision located on Rte. 32. The option of the parcel developers to make a payment in lieu of a designated open space easement on the proposed development was presented.

Finance:  PA submitted receipts from the “Work Day” to CJ.

OLD BUSINESS
A. Properties Management
FRP-DS: Trails/Maintenance: At the 11/1/14 Workday, the following projects were completed: installation of marker posts that correspond to the text of the new Trail Guide, replacement stone under informational kiosk, concrete tables and benches installed, bridging material moved
Taylor Pond Trail Guide/Marker Posts: tabled.
MU 08 Silvicultural Management/Harvest Plan: On a motion by RS/KD “The WCC accepts the recommendations prepared and presented by Natural Resources Consultants LLC in the document “Inventory, Silvicultural Prescription and Harvest Operational Plan Fenton-Ruby Park and Wildlife Preserve Park Management Unit 08” to conduct a shelterwood harvest to facilitate the establishment of a new age class of forest trees in MU 08.” Unanimous vote. So moved.
Knowlton Preserve/TalmadgeTract: The TT bridge project is still not completed.
Peck’s Mill. MS will check in on the property and report at next meeting.
Other: CJ will continue to correspond with J. Boltseridge on the selection of a memorial bench in FRP-DS.

B. Town Development: PZC; IWWC: No news.

C. Collaborative Organizations:
Willimantic River Alliance: No report
Joshua’s Trust: No report
Windham County Conservation Consortium: No Report

D.   Levesque Farmland Preservation No news

E. Northern CT Land Trust: The trust is not accepting new members on its board at this time.

F. POCD/NRIOSCP Review: PA and CJ will continue to investigate the timeline for review these documents.

G. CACIWC Annual Mtg: MS attended the conference and gave a report.

NEW BUSINESS
A Communications: See Present to Speak

B March 2015 Open Space/ Agricultural Resources Program:  This event will be on March 14, 10am-2pm at the Willington Public Library. Assignments were delegated and ideas for the event were discussed.
