WILLINGTON CONSERVATION COMMISSION MEETING
2/19/2014 Meeting
Call to Order: The meeting was called to order @ 7:05 pm.
Roll Call: P. Andersen, K. Demers, M. Drobney, C. Jordan, M. Schreiber, R. Shabot
Approval of Minutes of 1/15/14: Minutes were approved with the following amendment: A. Properties Management FRP-DS the Weigold Trail needs to be blazed clockwise…….on a motion by KD/MD: 6 ayes. So moved.
Seating of Alternates: Not applicable.
Present to Speak: Not applicable.
Finance: No report On a motion by CJ/RS “ The WCC will reimburse PA for purchasing paper for the printing of the FRP & Wildlife Preserve Brochure”. Unanimous vote. So moved.
Old Business
A. Properties Management
FRP-DS: No report.
Boundary Marking Proposal On 2/4/2014 at a Special Town Meeting the following motion was approved: To see if the townspeople, on the recommendation of the Board of Finance will authorize the Appropriation of $3,500 from the Park and Recreation Capital and Nonrecurring Fund for boundary location and marking and a forestry plan at Fenton-Ruby Park.
On a motion by CJ/RS: “ The WCC moves to contract with Dan Donohue of DBA Natural Resources Consultants LLC for services as outlined in his submitted proposal of 12/13 to WCC for boundary location and marking and a forestry plan at Fenton-Ruby Park.” So moved. Unanimous.
New Taylor Pond Trail Guide: Tabled.
Knowlton Preserve/Talmadge Tract: Projects: Trailhead Parking, Bridges. Tabled.
B. Town Development: PZC;IWWC Tabled
C. Collaborative Organizations:
Willimantic River Alliance: No report.
Joshua’s Trust: No report
Windham County Conservation Consortium: KD reported on current issues with the organization.
D. Budget and CIP Request. The request submitted to CIP for FY14/15 was denied. The budget request for FY 14/15 is still pending.
E. Open Space Map Updating: C. Jordan has researched the open space parcels database and feels confident with the data to move forward on updating the Committed Open Space Map.
F. Programs WCC will present the film “City Dark” by Ian Cheney on March 28 @ 7pm at the Willington Public Library. Advertisement, housekeeping and organizational details were discussed. On a motion by CJ/KD: The WCC authorizes $100.00 to be spent on printing informational handouts to accompany the showing of “City Dark on 3/28/14.” So moved. Unanimous.
G. Levesque Farm PA reported on the organizations that are working to implement a plan to preserve and protect the agricultural land owned by the heirs of Leo Levesque.
Other: NA.
New Business
- Membership: Paul Pribula and Bob Bloom have presented resignation letters to the Board of Selectman regarding their membership on the WCC. The Commission would like to extend gratitude for their years of service and commitment to the WCC.
On a motion by RS/KD the WCC recommends that the Board of Selectman appoint Kathleen Pacholski as a full member and Julia Cartbiano as an alternate member of WCC. Unanimous. So moved
B. Communications: PA presented items of interest to the membership
