  WILLINGTON CONSERVATION COMMISSION MEETING

                                                            2/20/2013 Meeting


Call to Order: The meeting was called to order @ 7:07 pm.

Roll Call: P. Andersen, K. Demers, M. Drobney, C. Jordan. M. Schreiber.

Approval of Minutes of 1/16/2012: Minutes were approved on a motion by KD/C J:  3 ayes, 2 abstentions, MD,MS.

Present to Speak: No one was present to speak.

Finance: No financial transactions occurred since the last meeting.
Old Business
A. Properties Management
FRP-DS: No work has occurred in the Park since last meeting. A work day is scheduled for 3/23-3/24 @ 9am. There is lumber located in FRP-DS at various work sites. The plan is to finish the projects before June 2013.
J. Phillipi continues to maintain the wood duck boxes at the park.
There was discussion on dogs off leash in FRP-DS. Researching dog leash ordinances was discussed.
The Taylor Pond Guide is available for editorial comment. Members are encouraged to walk FRP with the draft guide to determine which sections should be included in the new guide.
Knowlton Preserve/Talmadge Tract: A overview of the Connwood Management Plan was presented to the Board of Selectman by P. Lesmerises on 2/4/13.
Loop Trail: The signs for the trail are ready to install once the frost is out of the ground. The Map & Trail Guide is not completed.
B. Town Development:PZC;IWWC
Ridgeview Subdivision:  The WCC presented recommendations on 2/19/13 to PZC at the public hearing which has now been closed to comment.  
Love’s Travel Stop: Tabled
Dunkin Donuts:  IWWC approval is complete.
C. Collaborative Organizations:
Willimantic River Alliance: On a motion by CJ/KD: The WCC approves the $50.00 membership fee to WRA for 2012/2013. Unanimous vote.
Joshua’s Trust: No Report
Windham County Conservation Consortium: No Report
D. Programs: CF&PA will not include a WCC sponsored hike on the 6/1/2013 Trails Day.
E. Budget for FY13/14: Budget presentation to the Board of Finance is 3/7/13. The proposed budget amount is $1500.00.
F Protocol for donations to the Open Space Account. CJ will continue with her research on this topic.

New Business
A. Communications..
B. Communication Various communications were discussed.
Other: Alternatives to having WCC members perform many of the tasks that remain on the agenda year after year were discussed.  Paid programming sponsored by WCC was discussed as a method to continue raising awareness of the benefits of FRP-DS & the Talmadge Tract and Knowlton Preserve to the general public. The installation of boundary markers in the Knowlton Preserve could be performed by a vendor instead of volunteer work by WCC members,
