WILLINGTON CONSERVATION COMMISSION

September 19, 2012 Meeting Minutes
(Amended 9/27/2012)

Call to Order:  The meeting was called to order at 7:07 PM.

Roll Call:  Present:  R. Bloom, K. Demers, R. Shabot, M. Schreiber, P. Pribula;
R. Bloom was seated for C. Jordan on a motion by RS/PP.  Unanimous

Approval of Minutes:  Minutes of the meeting of August 15, 2012 were approved on a motion by RS/RB.  3 ayes.  PP and MS abstained.

Present to Speak:  No one was present to speak.

Finance:  CIP request: Motion by R. Shabot/P.Pribula that the WCC will request $50,000 for FY 13-14 and $100,000 for the next 4 FY budgets to be included in the CIP for Open Space Funding”.  Unanimous vote. The request and cover letter will be submitted by 10/1/12.

Old Business

  • Properties Management
FRP-DS:  R. Bloom reported that one of the bridges on Taylor Pond Trail was sagging.  K. Demers stated she would check and repair bridge this weekend.

Knowlton Preserve:  Trail still needs to be blazed with paint.  Connwood continues to work on management plan- due by end of December.

  • Town Development
Ridgeview Subdivision:  Nothing to PZC as of yet.

Love’s Travel Stop:  Letter of concern approved at our 8/15/12 CC meeting was submitted to Willington Zoning Board of Appeals re: ZBA2012-6.  K. Demers attended public hearing on 9/13/12 to speak about CC’s concerns and recommendations.

  • Collaborative Organizations:  No reports.
  • Programs:  Park Day was cancelled this year – no CC members would be able to available to run the event.
  • Daley Award:  No action.
  • Connecticut Siting Council/Docket #429: Public Hearing scheduled 10-11-12 Discussion was held about proposed cell tower location and impact on Willington’s rural character, in particular the impact to the viewshed from Willington’s Town Green. Motion by R. Bloom/R.Shabot: “Connecticut Siting Council will receive a letter from CC with concerns about the proposed 160 foot Communication Tower off Route 74 in Willington – Docket # 429”. Unanimous vote.
 
New Business

Communications:  Letter from Naubesatuck Watershed Council thanking CC for our letter of support.

Next Meeting:  Wednesday, October 17, 2012.
