Approval of 8/23/11 minutes: Approval of minutes on a motion by CJ/KD, 3 ayes, 2 abstentions: BB, M D. (EB was not present for the vote)
Present to speak: NA.
Finance: No expenditures to report. CJ will report on accounting for the Open Space Fund at a future meeting.  On a motion by MD/CJ the WCC will request $50,000.00 for FY 12/13 and 100, 00.00 for the next 4 FY budgets be included in the CIP for Open Space Funding. Unanimous vote. The report will be submitted by 10/17/11.
Old Business
FRP-DS:
  • Trails Report: Trails are now clear from hurricane debris except for a large tree blocking Ruby Trail.  
Chopeta Lyons kindly donated a printing of the trails map for FRP-DS. A thank you goes to both Ms. Lyons and to “Anything Printed” of Willington for printing the brochures at a discounted price.
  • Burma Road: No news
Town Development: IWWC: No news.
Open Space /Easement Monitoring: Peck’s Mill: tabled, Talmadge Conservation Tract: tabled.
Programs:  Park Day is 10/15/2011.  There will be a dedication of the Royal Knowlton Preserve and the awarding of the Daley Award. The dedication ceremony is @ 11 am at the junction of the Nipmuck Trail with Mason Road. The rain date is 10/16/2011.


Collaborative Organizations
  • Willimantic River Alliance: The Last Green Valley and WRA are nominating the Willimantic River for a National Recreation Trail designation by the National Park Service. Stewardship plans for water access sites are needed to submit with the application for National Recreation Trail designation.
On a motion by MS/MD the Conservation Commission approves the Stewardship Plan for the Peck’s Mill water trail access site on the Willimantic River. Unanimous
On a motion by CJ/MS the Conservation Commission recommends that the Board of Selectman support the nomination of the Willimantic River for National Recreation Trail designation by
  • Approving the Stewardship Plan for the Peck’s Mil water trail access site on the Willimantic River; and
  • Signing the letter of support which allows for public use of the site and improvements to the site as needed.   Unanimous vote
  • Joshua’s Trust: tabled
  • Windham County Conservation Consortium: tabled
  • Last Green Valley:  see WRA above
Royal Knowlton Preserve: The CFPA has finalized the conservation easement. The
Board of Selectman must now approve the easement
  • Placement of the Preserve sign will need to be decided.
  • A trail will need to be established for Park Day. On 10/2/11 @ 1pm a work day
will prepare for the trail.
  • Boundary markers, public use signs need to be installed.
Daley Award:  A recipient has been selected and will be announced on Park Day
New Business
Communications: Various communications were received and discussed
Forest Management Planning: The 10/19 agenda will include this topic in Old Business Members should read the current plan for FRP and be prepared to discuss next steps for management plans for FRP-DS, Talmadge Conservation Tract and the Royal Knowlton Preserve.
