Willington Conservation Commission
Meeting Minutes: 07/17/2002


Present:  K. Demers, C. Jordan, P. Andersen, B. Clarke, P. Pribula,  (K. Demers seated for R. Peloquin )

Called to order at 7:12 PM

Review of minutes of 06/19/2002
Motion to approve by C. Jordan/P. Andersen; carried unanimously.

Old Business

Subcommittee reports:

FRP:
Trails need to be weed-whacked.
C. Jordan will address replenishing the map box on the sign.
It was suggested that the entrance to the Parcel B fields be blocked conditionally to prevent entry by vandals.  P. Andersen will inspect the site and see if Public Works could install something.
It was noted that vehicles have been parked next to the vernal pool adjacent the old road that connects with the Taylor Pond Trail near the western trailhead.
A memo from Selectman Patton concerning the proposed change to the FRP Management Plan was reviewed.  It was agreed that the intent of the proposed change, which was to incorporate a recommendation in the Connwood study concerning maintenance of the fields should mowing by agricultural contract become no longer feasible, was obfuscated due to wording.  On a motion by C. Jordan/K. Demers a revision to the wording suggested by C. Jordan will be forwarded to the BOS by P. Andersen.
C. Jordan suggested that the Drobney parcel boundaries be marked (metal markers facing exterior and red blazes facing interior), and the former existing park boundaries be inspected and remarked as necessary.
Park maintenance day will be scheduled for sometime this fall.

Open Space:
Based on a study of DOT properties that will be made available for sale to the Town, a parcel (Map 35 Lot 1) on River Road has been identified as attractive for conservation purposes.  On a motion by P. Pribula/B. Clarke, C. Jordan will draft a letter to the BOS and Trust for Public Land expressing the Conservation Commission’s interest.
K. Demers reported that Jana Abuts of WINCOG will be able to help with creation of maps for the sake of open space/natural resource inventories.
P. Pribula reported that he has the digitized open space parcel data CD supplied by S. Yorgensen.  He also has obtained copies of the digitized natural resource data (CD-ROMs 1-3 only) available through DEP.

WRA:
K. Demers reported that the WRA is currently attempting to coordinate local towns (via town planners) in the gathering of any data favorable to creation of a Greenway in the Willimantic River watershed.

PoCD:
A draft of the “Natural Resources, Open Space and Agriculture” document produced by the PoCD was reviewed, and input is being sought prior to the 07/17/02 meeting.

Quinebaug Shetucket River Valley Heritage Corridor:
A Green Valley Institute open space workshop will be held on September 23.  The Open Space subcommittee will meet at a time to be determined to consider putting together a mailing advertising the event.
Topographic Map Purchase:
Sets of the 4 USGS 7.5 minute quadrangles have been purchased for each CC member.  The Conservation Commission wishes to express its gratitude to Tess Gutowski for her help in obtaining the maps.

Willington Flea Market:
On a motion by C. Jordan/P. Andersen, a table will be reserved/.funded at the Willington Flea Market.

New Business:

Membership:
Laurie Semprebon will be assuming responsibilities of Conservation Commission Secretary, but will be resigning at the end of her term in December.
Recommendations concerning replacement members (2 alternates currently unfilled) are being sought.

CACIWC Membership:
S. Yorgenson will be making application for joint membership for the Inland-Wetlands Commission and the Conservation Commission for FY2003.

WRA:
P. Pribula will contact WRA concerning FY2003 dues.

Park Day:
Current plan is for 9:00 AM–11:00 AM on Saturday, 10/19/02.
Rain date will be Sunday, 10/02/02, 1:00 PM – 3:00 PM.
Currently planned are a nature walk by B. Clark, and refreshments.
Sign-up info for park volunteers will be displayed.


Next Meeting:

The next meeting will be held Wednesday, August 21, 2002.
