Meeting Minutes
December 10, 2008
The meeting was called to order at 7:10pm by Donna Latincsics at the Town Office Building.
Present: Jim Poole, Peter Latincsics, Dave Charette, John Patton
Absent: Tyler Millix, Kathy Pacholski
J. Patton motioned to nominate J. Poole for Chairman

It was mentioned to all members that the deadline for submitting CIP requests for consideration for fiscal year 2009-2010 is December 31, 2008.
The next topic discussed was the proposed calendar. CIP is scheduled to present the plan to the Board of Finance on Thursday February 21, 2009. The calendar was approved. Meetings will start at 7 pm and will end no later than 9 pm.
The level of General Fund spending on capital was discussed. In the past, the direction for the capital budget was that the increase in the capital budget was the same percent as the growth in the grand list. J. Patton will memo the Board of Finance chair to see if that direction is to continue given the economic uncertainty of the time.
Peter Andersen from the Conservation Commission was present to speak to update the committee on the Knowlton Property purchase. Willington received a grant of $306,250 from DEP toward the Knowlton property purchase of $625,000. Adding anticipated legal fees of $11,250 brings the total cost to $636,250. Per the CIP plan, the commission will be requesting an appropriation from the Reserve Fund.
The meeting was adjourned at 8pm.
