REGULAR MEETING OCT. 1, 2007
TOWN OFFICE BUILDING 6:30 P. M.
First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance: Selectmen Patton & Lewis, L. Nicholls, and residents. First Selectman Eldredge led the Pledge of Allegiance.
APPROVAL OF MINUTES
SELECTMAN LEWIS MOVED TO APPROVE THE MINUTES OF 9/17/07.
Selectman Patton seconded the motion.

PRESENT TO SPEAK
Stuart Cobb, 911 coordinator, showed the Board a map of Michalec Road. Stafford numbers start at Rt. 190 and Willington numbers start at the other end. There is no coordination, the Fire Departments have a hard time finding the right house. Stafford approached the Willington Fire Dept. to work with them to straighten this out. Stuart wants to renumber Willington’s numbers to be consistent with Stafford’s. Four out of five Willington residents thought it was a good idea when they were surveyed. The Board agreed to this.

A list of correspondence was available at the meeting and in the Selectman’s office.
PUBLIC WORKS
Lynn commented she had a meeting with Karl and Knights regarding the Latham Rd. project. They are putting up signs and doing site preparation for it. Kucko Rd. is having work done on it by the developer, some

drainage, tree cutting and moving the road over. It will be pavement to dirt to pavement. Selectman Patton commented they must put up road construction signs. Selectman Lewis asked if the school buses were notified?
Selectman Patton commented there was a stipulated agreement with PZC regarding this. Further discussion followed regarding the posting of trees and the length and width of the road. Selectman Patton asked Lynn how are the other projects coming, are you ready to go to bid? Lynn commented she must talk to Karl. First Selectman Eldredge asked how is GASB coming? Lynn commented there are a few roads left. Lynn reported they are working on a safety manual for OSHA; she gave them a rough draft last week. She is getting prices for the waste oil and concrete pad; they cleaned and painted the waste oil tank. Nothing from DeVivo on the compactor yet, he is going to have someone come to do the wiring but we will pay for it. Lynn commented she was quoted a price of $900.00 for the
tree cutting on Parker. First Selectman Eldredge asked Lynn to get other prices. Selectman Patton asked how many gallons did we use for chip sealing? Lynn replied 61,827. They started sweeping today and are doing potholes. Lynn will check out a pothole on Y Road. Selectman Lewis commented GASB is almost done. Lynn replied yes. Selectman Lewis commented I want to thank you and Val for doing that, it would have cost us many thousands of dollars to have it done outside. Lynn commented I found a lot of problems by doing it, I hope to get to them before they get to bad. I got to know the roads inch by inch. Selectman Patton commented it was better for everyone involved. Lynn commented it will be on going but there are records of what things are done. Lynn commented she is waiting to hear from FEMA on Turnpike Rd. Selectman Patton asked has there been anything from the Town Attorney from our
meeting? First Selectman Eldredge replied no. Selectman Lewis asked are we going to wait to accept the report? Selectman Patton commented we will put it on the next agenda.

PROCLAMATION
WHITE CANE SAFETY DAY
OCTOBER 15, 2007
WHEREAS, the white cane and the dog guide have come to symbolize every blind person’s right to pursue and achieve a full and independent life, and the use of the white cane or the dog guide allows blind persons to travel safely and effectively and undertake gainful employment and otherwise fully participate in society; and
WHEREAS, Connecticut State law secures the right of blind persons to carry and use a white cane or be accompanied by a dog guide, whether on the streets and highways, traveling on public transportation, utilizing public accommodations, locating housing or working on the job, and Connecticut law also requires motorists to exercise appropriate caution when approaching a blind person using a white cane or dog guide; and
WHEREAS, Connecticut law further encourages employers, both in private and public sectors, to explore and utilize the skills and potentials for productivity of the blind citizens of Connecticut, to recognize their capabilities and respect their worth as individuals; and

WHEREAS, the State of Connecticut, with the assistance and cooperation of the National Federation of the Blind of Connecticut, can look forward to an ever-increasing awareness of the abilities of blind people and to a greater acceptance of blind persons in the competitive labor market;
NOW, THEREFORE, I, Michael Eldredge, First Selectman of the Town of Willington, do hereby proclaim October 15, 2007, as WHITE CANE SAFETY DAY for the Town of Willington and call upon our schools, institutions and business leaders to take the lead in ensuring full acceptance and equal opportunities for the blind of Connecticut, and I also urge all citizens to recognize and respect the white cane and the dog guide as representing safety, dignity and self-help for the blind of Connecticut.
TAX REFUNDS
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $76.83 TO AMERICAN HONDA FINANCE CORP.
Selectman Patton seconded the motion.

FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $280.74 TO SAAB LEASING CO.

GOOD & WELFARE
Selectman Lewis commented he talked to Stuart Cobb, Willington Fire Dept. #1, regarding the water problems in town, a lot of people are running out of water. The Fire Dept. will have the Fire House available for showers as long as someone calls first. Our firefighters are willing to step up again, they are a good crew.
