SPECIAL MEETING                                                                                                             August 9, 2007

First Selectman Eldredge called the meeting to order at 5:32 P.M. with the following in attendance:  Selectmen Patton and Lewis, L. Nicholls and residents.

Public Works
The board signed bills for Public Works.

Lynn updated the board on GASB.  She has 17 miles left plus Clover Springs (Selectman Patton advised Lynn that there is an as-built for Clover Springs).  Taxpayers have asked many questions while she is walking each road.   She presented the following message to be put on the internet so that the taxpayers are educated about the process.

   We have received many questions about GASB 34 and what it actually is and what it entails.  GASB stands for Government Accounting Standards Board.  We are federally mandated to complete this work. Public Works is driving down every road using a lap-top computer and typing in every aspect of a the road (condition, poles, signs, catch basins, cross culverts, driveways, curbs, bridges, etc.)  We then print the information.  Next, two of us physically walk the road with a measuring wheel.  We write down the exact location of each feature.  At the same time we make notes about problem areas and things that need to be fixed.  Each road has a file of serious, major, minor and potential problems.  This is in addition to our list of issues brought to our attention by residents.  This information is then entered into an excel spreadsheet.  Once the measuring is done, we go back and assess each catch basin and cross culvert to determine the condition and how much pipe and other material there is.  Once all the information is gathered another spreadsheet lists the number of catch basins, signs, pipe, etc.  These assets will then be given a dollar value.  Once completed, the town will have a comprehensive list of the town infrastructure.  This determines the towns bonding power.
    A lot of the information  (especially easements) we need is difficult to find and we would appreciate any help that the townspeople could give us.  If your property has an easement, please let us know and provide any documentation that you may have.
      
     Asphalting is to be done this month.  All culverts over 36” need to be looked at (we have 15 or more).  The state inspects our bridges over 20’ in length but we are responsible for the remaining ones.

    Snow plow bids were discussed.  Lynn feels that we should stay the way we are.  This will be put on the next regular agenda.

    Lynn discussed with the board the price of a 1500 gal. storage waste-oil double-wall tank.  The subject of the tank needing containment or an alarm continued.  Lynn will check with Karl Acimovic on this.  First Selectman Eldredge is looking into an ad for a smaller set of 50 gallon drums.  They would be self-contained for use in all weather.  
    
    


Selectman Patton noted that there is an issue with Hall Memorial School.  The certification on a 30-year-old tank is almost over—it was done in 1980—Selectman Patton said we need to look at this—we could replace the tank (and that is probably the way to go) or recertify it each year.  Discussion continued on cathotic protection on tanks.  Selectman Patton suggested to Lynn that she contact Service Station Equipment regarding updating other tanks using the Veeda Root system and looking a the pump dispenser.  She would have to keep a daily log.  He will give Lynn the form for daily readings.

   A situation of a falling limb on Parker Road was discussed, as was an accident this morning on Pinney Hill Road.  

    Lif-tec has our backhoe—it will cost approximately $2000 to repair.  The part will be in next week.  We are renting one at this point so the bill with the rental could reach $4000.

    We have street signs and stop signs being destroyed and stolen.  Lynn would like to use part of her budget to hire someone to work on site lines, stop bars, sign replacement etc.  She feels it would be money well spent.  Selectman Patton asked Lynn to show the board on Monday how many intersections we have and how much this person would get done.  Discussion later resumed on the subject of visual clutter of road signs and how some signs should be removed.

   People have been taking sand from Public Works for beach sand.  This sand is for the roads and not good for this purpose—people should go to DeSiato’s and get a load of mason sand.

   First Selectman Eldredge presented information from WINCOG reporting that we are eligible for grants through them.  One possibility is a grant for interconnecting roads that we may qualify for.
   
    First Selectman Eldredge updated the board on his meeting with the EPA regarding Cadlerock.  Superfunds will be used to clean up the Willington side of the property.

    Lynn Nicholls noticed recently that the blocks under the ramp to the Old Town Hall are deteriorating.
   
Selectman Patton moved to adjourn the meeting at 6:45 p.m.  Selectman Patton seconded.
VOTE:  3 yes (Eldredge, Patton and Lewis).
