MINUTES OF THE PLANNING BOARD CONTINUED PUBLIC HEARING
16 WOODLAND STREET APPLICATION FOR SITE PLAN REVIEW
APRIL 28, 2010

MEMBERS PRESENT:  Chair Lawrence Salate, Patrick McKeon, Karen Paré, Vincent Vignaly

The hearing was opened at 7:06 p.m.  Mr. Christopher Gagne represented the applicants.  He stated that, following a discussion with the Building Inspector, he revised the plan by moving the parking lot opening further north. This cuts into a bigger slope, which will be rip-rapped to prevent erosion.  There will be no dog grooming and in its place, more office space will be created, requiring less parking spots.  The front building will remain a retail business.

Ms. Paré inquired whether the Building Inspector is allowing the spaces to be angled into the setback and whether he will require the applicant to apply to the ZBA.  Mr. Gagne stated that Mr. Brodeur is agreeable with the placement of the spaces and he does not see the need for an application to the ZBA.  The loading door was changed and a small area for snow storage was added, but the snow may need to be trucked from the site.  Parking spaces are 9x18’ and the dumpster is in the same place.  A ramp was added so that the retail space can be accessed from the lower lot.  Drainage inconsistencies that were pointed out by VHB have been rectified, Mr. Gagne stated.  Mr. Vignaly stated that he would prefer to see a 12” drainage pipe, but Mr. Gagne should check with Mr. Westerling at the DPW.  Mr. Vignaly stated that pipes from the catch basins do not need to be 12” as long as they can carry the flow.  Mr. Amico stated his preference for a 12” pipe to the street and Mr. Vignaly agreed.  Mr. Amico added that there are two standard basins draining into a storm septor and then into a leeching bed.  

Mr. Gagne inquired whether a “zoning map” is required to be on the plan.  Mr. Vignaly stated that only the zoning “line” needs to be shown.  Ms. Paré inquired about screening for the neighbors.  There will be a hedge, Mr. Gagne stated, of arbor vitae.  He stated

that the lights meet “spillage” requirements, although they are not “full cutoff” .  Ms. Paré inquired why a full cutoff is not shown on the plan, because this is the type of light fixture required by the Planning Board to protect the neighbors.  She urged Mr. Gagne to change these fixtures to full cutoff.

Mr. Amico stated that he will look at these new plans and be ready for the May 26th meeting.  Mr. Gagne agreed to ask the Building Inspector to send a letter to the Planning Board stating that he approves these latest plans with the angled parking spaces partially in the setback (referencing the Plan title and revision date) and will not require the applicant to receive approval from the ZBA for the parking space design.

Mr. Amico noted that Mr. Gagne made an informal response to VHB’s review letter by responding on VHB’s word document.

Upon motion of Mr. Vignaly and second of Ms. Paré, it was unanimously voted to continue the public hearing until May 26, 2010 at 7:00 p.m.
