MINUTES OF THE PLANNING BOARD CONTINUED PUBLIC HEARING
METRO/PCS APPLICATION FOR SPECIAL PERMIT AND SITE PLAN REVIEW
APRIL 9, 2008

MEMBERS PRESENT:  John Baker, Lawrence Salate, Karen Paré, Vincent Vignaly

MEMBERS ABSENT:  Patricia Halpin

OTHERS PRESENT:  Wayne Amico, Kyle MacCallum, Karla Hanna, Monica April

Acting Chair, Mr. Salate, opened the continued public hearing at 7:00 p.m.  Ms. Hanna, representing Tower Resource Management, and Mr. MacCallum, representing Crown Castle, addressed the Board.  Mr. MacCallum reminded the Board that he attended their meeting last summer concerning the condition of the access road, but nothing productive has happened since then. The road belongs to the Water District and Crown Castle is willing to offer assistance with its reconstruction.  It is his understanding the District’s engineers are surveying the site and will submit plans for review to VHB within a few weeks.  It is in everyone’s best interest that the project be completed because there are a number of potential tenants for the additional co-locations on the tower.  

Ms. Paré noted that Metro/PCS is the third co-location applicant in recent history.  When the Nextel and Fiber Tower projects were approved, the Board was promised that the road would be rebuilt and its reconstruction was  made a condition of approval for both of those applicants.  Mr. MacCallum reassured the Board that neither project has of yet gone forward.

Ms. Monica April, 14 Colonial Hill Drive, noted that paying for the access road will be a financial burden for the town, but Ms. Paré assured her that the financial burden is that of the Water District with the assistance of Crown Castle.

Upon motion of Ms. Paré and second of Mr. Vignaly, it was unanimously voted to continue the public hearing until May 14, 2008 at 7:00 p.m.
