MINUTES OF PLANNING BOARD CONTINUED PUBLIC HEARING
HELD JULY 25, 2007
NEXTEL COMMUNICATIONS TOWER:
APPLICATION FOR SPECIAL PERMIT AND SITE PLAN REVIEW
MEMBERS PRESENT: Chair Patricia Halpin, John Baker, Karen Paré, Lawrence Salate, and Vincent Vignaly
MEMBERS ABSENT: None
OTHERS PRESENT: James Hoyt, Wayne Amico
Ms. Halpin re-opened the Public Hearing at 7:45 p.m. Mr. Hoyt reported that he was here to try to address a number of issues that were raised at the last public hearing and by the review of the Site Plan by VHB, the Planning Board's review engineer. Mr. Hoyt provided the board with the tear sheets of the printed notice of the public hearing and the receipts of the registered mailing, which were missing at the last hearing.
Mr. Amico reported that he issued his first letter commented on the proposed site plan on June 20, 2007. He received responses from the applicant and has issued a second letter on July 20, 2007. In this letter, Mr. Amico is recommending approval of the Special Permit and Site Plan with conditions which include: structural and building details must be provided to the Building Inspector for his approval; a structural analysis that includes all of the proposed equipment be provided to the Planning Board; a bond be posted to insure proper reconstruction of the access road; FiberTower's equipment should be shown on the plans; no significant impacts to vegetation should occur with the installation of the cross-country conduit; the agreement between Crown Castle and Nextel be provided to the board.
Mr. Hoyt reports that he has been assured by Crown Castle that the same firm is doing the structural analysis for FiberTower and for Nextel and that they will be able to provide that information to the board. He also stated that while the plan may be missing the details on the conduit, there will be "no disturbance of vegetation" for its construction. The Applicant is amenable to a condition on the approval.
Upon the motion of Mr. Vignaly and a second by Mr. Baker, it was voted unanimously to close the public hearing.
