APPLICATION FOR AMENDED SITE PLAN REVIEW

The Chair, Ms. Halpin, opened the public hearing for Angell Brook CCRC Application for Amended Site Plan Review at 7:10 p.m. Mr. Staiti submitted receipts from certified mailings to abutters of the Notice of Public Hearing, as well as the newspaper legal ads that were published in the Telegram & Gazette on October 10th and October 17, 2007. Ms. Paré read the legal Notice. Input was received from two departments in town: the Board of Health (approval) and the Conservation Commission, stating that there is an existing Order of Conditions. Mr. Staiti submitted copies of a Notice of Intent, filed Dec. 18, 2006 and an Order of Conditions, dated January 3, 2007.
Received today by the Planning Board was a response letter from Heritage Design (to review comments submitted by VHB); drainage calculations dated October 23, 2007 and a Revised Plan for Angell Brook Phase –2, dated October 23, 2007.
By letter dated October 16th, VHB reviewed the proposed earthen berm, already constructed on the northerly edge of the site development. Mr. Amico stated that he has not yet received the drainage calculations nor has he seen an Amended Erosion Control Plan. An amended Grading Plan was requested (which arrived today) because the current Plan is difficult to review due to the small scale. Mr. Amico also inquired whether any erosion control fabric is proposed on the side slopes and whether the layout of the originally proposed landscaping is being reconfigured near the berm. Mr. Amico stated that he will review the documents submitted today from Heritage Design.
Mr. Staiti also submitted, in addition to the copies of the Notice of Intent and Order of Conditions, a response letter to comments from VHB in which he stated that the work is

now complete on the berm and the slopes and disturbed areas are mostly stabilized. Next spring, the silt fence and hay bales will be removed. Wetlands replication is complete, with a ratio of 2:1, for the 2,500 square feet of wetlands that were filled in. The original landscape plan called for 10 evergreens along the property line separating 100 Hartwell Street from the development. In fact, 22 evergreens have already been planted.
Upon motion of Mr. Baker and second of Ms. Paré, it was unanimously voted close the public hearing.
