13-08   Ellen Berezin, 30 Wigwam St., Map 35, Parcel 135:  Application for a Special Permit under WZB 6.5.1 to add two bedrooms within current setback, construct a front porch, rear screened porch and new rear decking.  Manny Heyliger recused himself.  The Board consisted of Bruce Drucker, William Nicholson, Roger Putnam, Mick Lynch and Sibel Asanatugrul.  Ms. Berezin stated the house was built in the 1960’s, the lot is .61 acres, the septic system is for a 4 bedroom house, the abutters have been notified of the project, the Conservation Commission gave approval for the project, they would like the master bedroom on the first floor, the current lot coverage is 1,092 sq. ft and the proposed lot coverage will be 1,809 sq. ft., and the building height will be 21.8’ in height.  Letters from the Trieschman’s, the Bernstein’s, Mr. Wallace, and the Lacy’s were read in favor of the project.  The Board expressed concerns with further intrusions into the setbacks, creating additional nonconformities, new construction in the setbacks, there are alternatives for expansion on the other side of the house which would not encroach the setbacks, and the volumetric increase.  Manny Heyliger stated, on behalf of the applicant, that homeowners are allowed 15% lot coverage, and that no trees would have to be cut if they were allowed to expand into the setbacks.  Bruce Drucker explained the bylaws regarding nonconformities and stated this is a lot where there are other areas on the site that could be expanded.   Ms. Berezin stated she did not want to intrude on the neighbors on the other side because the house would be closer to them.  Ms. Berezin requested a continuane to 05/16/13.  Roger Putnam moved to continue to 05/16/13; seconded by Bruce Drucker;
passed 5-0.
