Chair Justina Carlson called the meeting to order at 7:04 p.m. and opened the public hearing
Public Hearing
The public hearing was held to discuss revision of the Wellfleet Municipal Water System Rules and Regulations, Section 12 provisions for Affordable Housing connection fees. 1 The Water Commissioners made a slight revision to the final sentence. Justina Carlson closed the public hearing at 7:10 p.m.
Hood moved to accept the revision of the Rules and Regulations. Justina Carlson seconded, and the motion carried 5-0.
Phase II Expansion Plans
The Board had received an October 21, 2013 USDA approval letter from Ronald Koontz.2 BWC members discussed the contract which the Board of Selectmen will be signing. Robert B. Hour will then sign the contract. The Water Commissioners will receive copies of Contract #3 after the signatures are in place.
Communications with Finance Committee
The Finance Committee will choose a liaison to be in contact with the Board of Water Commissioners, Jim Hood reported.
Fiscal Year 2015 Budget
The Board studied the Fiscal Year 2015 proposed Budget. 3 Jim Hood explained the rationale behind each of the line items. Coordinator Michaela Miteva will complete the revenue worksheets, Hood said.
Staffing Needs
Justina Carlson reported on efforts to meet the Board’s staffing needs for a full time manager. She had prepared more background material to present to the Assistant Town Administrator detailing the position. Board members will study the request and make further suggestions.
Mail
The Water Commissioners examined an October 10 to October 16, 2013 e-mail correspondence4 from a home owner on Chequessett Neck Road. Board members discussed the unlikelihood of an expansion in that direction. They considered the problem of high nitrate readings in various locations in town.
Open Meeting
The Board had received from Town Administrator Harry Terkanian copies of the Open Meeting Law to review.
Minutes
Bill Carlson moved to approve the minutes of October 8, 2013. Hood seconded, and the motion carried 5-0.
Adjournment
The meeting was adjourned at 8:30 p.m.
