Present:  Justina Carlson, Chair; William Carlson, Neil Gadwa, Jim Hood, Lori Vanderschmidt

Chair Justina Carlson called the meeting to order at 7:00 p.m.

Mayo Creek Concerns  
John Riehl of the Natural Resources Advisory Board was present to ask a few questions: who were the abutters to Mayo Creek on Kendrick and Holbrook Ave. who have water connections; and the status of a connection for Harborside Village.  Michaela Miteva will send Mr. Riehl a list of the abutters.  The Board updated him on attempts to contact representatives from Harborside Village.  Mr. Riehl explained the three areas of concern of the Natural Resources Board: restoration of Mayo Creek, pond restoration and citizen access rights.

BWC Office Report
Michaela Miteva gave the BWC Office Report of October 8, 2013.1  It included: finances; an update on private roads easements; the Cathodic Protection Plan; and a suggested solution for excessive charges for a meter reading.  

Hood moved to authorize the contract for the Cathodic Protection Plan for servicing the water tank of $580.  Bill Carlson seconded, and the motion carried 5-0.  

Justina Carlson moved to approve a one-time only lower rate for 150 Commercial Street to settle the bill.  Lori Vanderschmidt seconded.  The motion carried 5-0.

WhiteWater Operations Report
Roy Maher of WhiteWater presented his Operations Report of October 8, 2013.2  The report contained information on the tank, pumping and flushing, COA meter monitoring, bacteria samples, a new customer at 70 Commercial St., trimming around water hydrants, and a waiver form from DEP for possible reduction in VOC, SOC and IOC samples.  There was discussion of water usage for the irrigation system at the Elementary School soccer field.  The Board would like to make Town Administration aware that the school needs to budget accordingly for extra usage.  The Water Commissioners could provide a meter for the irrigation system.

Phase II Expansion Plans
Paul Millett of Environmental Partners Group (EPG) explained the bid process that had taken place on September 30, 2013 for Contract #3: Additional Loop and Side Streets. 3   He had the contracts prepared, but the federal government is still shut down so the USDA representative Ron Koontz is not available to give the approval.  Town Administrator Harry Terkanian will be asking for the Selectmen’s approval to accept the bid from Robert B. Our Company, Inc.  Mr. Millett said that the highest costs in the contract were for pavement.  None of the bids included contingency costs, according to Mr. Millett.  Hood asked if any of the roads that will be repaved are roads that the Town would be planning to pave.   If the USDA approval is given soon, Mr. Millett said that the project could get underway by the end of October.  There will be regular construction meetings when the project begins.  

Paul Millett summarized the actions that the Water Commissioners should anticipate including recording of the easements, calculations for paving, checking the conditions of the streets on the water main expansion route, and the inclusion of drainage work on Chequessett Neck Road.

Chequessett Neck Village Water Needs
Michaela Miteva said she had researched emergency assistance grants from USDA which would fit the situation of need at Chequessett Neck Village.  She had e-mailed Ron Koontz of USDA before he was furloughed by the government shut-down.  Paul Millett said the emergency assistance grant would be a possible solution to connect the Chequessett Neck Village property.  

FY15 Budget
The worksheets for the Fiscal Year 2015 Budget4 need to be completed by November 1, 2013.  Michaela Miteva will sit down with Town Administrator Harry Terkanian to go over Budget with him during the week of November 4, 2013.  

BOS & FinCom Communication
Justina Carlson suggested moving the BWC meetings into alternation with Selectmen’s meetings so that the Town Administrator could attend meetings with the Water Commissioners.  Justina Carlson considered giving the Selectmen regular updates from the BWC.  The Water Commissioners plan to give the Selectmen monthly updates on the expansion project.   BWC representatives will also meet with the Finance Committee to explain the expansion plans.

Affordable Housing Connection Fees
Michaela Miteva had drafted an amendment for the Wellfleet Municipal Water System Regulations Section 11: Affordable Housing Connection Fee Policy.5   The Board made further revisions to the policy.  

BWC Staffing Needs
Justina Carlson reported on the meeting she and Jim Hood had with Harry Terkanian regarding the coordinator’s position for the Municipal Water System.  Jim Hood said that the Town Administrator had said to request reclassification for the position.  The Water Commissioners will send the request in writing to the Town Administrator and Assistant Town Administrator.  

Minutes of 9/24/2013
Bill Carlson moved to approve the minutes of September 24, 2013.  Hood seconded, and the motion carried 4-0.

The meeting was adjourned by consensus at 9:11 p.m.
